IOMโs Immigration and Border Governance (IBG) Programmeย implements projects to improve border governance capacities in Lebanon, through infrastructure, equipment, capacity building and policy support to Lebanese authorities. This includes activities related to maritime search and rescue, border infrastructure and information systems, airport safety and humanitarian border management, among others.ย
Under the overall guidance of the Head of the Programmes and the direct supervision of the Programme Manager (Immigration and Border Governance), the Senior Programme Associate (IBG) will support the effective implementation of immigration and border governance programmes in Lebanon. The role will focus on coordination and follow-up of activities related to infrastructure, equipment and software provision for Lebanese authorities, ensuring timely administrative, logistical, and operational support.
- Assist in the planning, coordination, implementation and monitoring of project activities,ย in particular those related to equipment and infrastructure support to national border management agencies.ย
- Compile, summarize, analyse, and present information/data related to infrastructure, equipment, and software support activities and present it in a clear format, highlighting key issues for the supervisor.
- Monitor budget implementation for assigned activities, including tracking expenditures related to works, goods, and IT tools, and propose adjustments as necessary.ย ย
- Act as focal point for administrative coordination of project implementation, involving extensive liaison with the Procurement and Logistics Unit to initiate purchase requests, obtain necessary clearances, follow-up on administrative actions, etc.
- Draft status reports and highlight delays or gaps in infrastructure, equipment, or software-related activities; raise issues to the supervisor and suggest corrective measures.ย
- Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, related to equipment delivery, minor works, and software rollouts.
- Respond to complex information requests and inquiries and maintain detailed project records, including inventories, site visit reports, delivery notes, and documentation related to installed systems.
- Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders involved in infrastructure or equipment support activities.ย
- Monitor work of implementing partners and report any non-compliance or delays to the supervisor.
- Provide inputs for the development of Standard Operations Procedures (SOP) and concept papers, particularly those related to equipment management, basic infrastructure processes and software rollouts.ย
- Provides guidance/training and assist in coordinating and monitoring work of other staff in the unit; may supervise other staff as assigned.ย
- Perform other related duties as assigned. Education
- Highย school diploma with six years of relevant experience; or,
- Bachelorโs degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience. - Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.ย
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. Skills
- In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organization.
- Familiarity of UN and bilateral donor programming.
- Knowledge of rules and regulations related to procurement and finances.
- Capacity to manage complex procurement processes by ensuring the interface between beneficiaries and IOMโs Procurement Department.
- Capacity to maintain internal tools and trackers to monitor progress of multiple workstreams running in parallel. Languages
For this position, fluency in Arabic and English is required (oral and written). Working knowledge of French is an advantage.ย
