a.ย ย ย Organizational Setting
ย
The incumbent will be assigned to the Madrid Platform Project (MPP) Team working with the Madrid Information Systems Divisionย in the Administration, Finance and Management Sector.ย The Madrid System is administered by WIPO and provides a mechanism for the international registration of trademarks. Further information can be found on the WIPO website.ย The MPP Team has responsibility for designing, developing and deploying a fit-for-purpose and sustainable IT Platform that effectively supports the business functions in relation to the International Registration of Marks, also referred to as the Madrid System.

b.ย ย ย Purpose Statement
ย
The main role of the incumbent is to convert business requirements and needs into future architecture and design, guide the development and communicate on high-level structures of integrated solutions. He or she provides guidance on the modifications and integration of components and ensure that they take account of existing architectures, strategies, policies, standards and practices. He or she also ensures that existing and future components remain compatible.

The incumbent works under the supervision of the Director of the Madrid Information Systems Division.

2.ย ย ย ย ย Duties and Responsibilities
ย
The incumbent will perform the following principal duties:
ย
a.ย ย Provide technical leadership and oversee the planning, design, implementation and support of a wide range of varied and complex business software systems throughout their project life cycle, including testing, integration, security, scalability and maintenance operations distributed between WIPO headquarters and multiple offshore development centers.
ย
b.ย ย Design target architectures for complex and interconnected systems, based on business requirements and needs, within a business change program, ensuring viability, stability and consistency with existing systems.ย Produce detailed component specifications and translate these into detailed designs for implementation using selected products.
ย
c.ย ย Guides the development of above-mentioned designs, by establishing comprehensive strategy and policy for architecture components, promoting the discipline to ensure consistency and using appropriate tools, following WIPO technology Standards.ย Select appropriate design standards, methods and tools, consistent with agreed enterprise and solution architectures and ensures they are applied effectively.

d.ย ย Lead the work of multiple simultaneous development teams deliveringย ย ย ย ย high-profile information systems projects, including those with global impact, affecting business processes internally and externally.ย Resolve competing client demands for service.ย Conduct feasibility studies to analyze relationships between various existing systems.

e.ย ย Ensure collaborative and active stakeholder engagement.ย Maintain relationships between IT and business areas in major functional areas with multiple lines of service with a view to understanding and anticipating business and IT needs, establishing clear service expectations and providing original technical and cost-effective IT solutions.
ย
f.ย ย ย Keep up-to-date with the latest technologies and methodologies, anticipate and analyze technological trends and assess their impact for delivering and supporting complex software applications.ย Put forward recommendations and contribute to the Department's integration activities and projects and clearly communicate complex technical solutions to both technical and non-technical colleagues.

3.ย ย ย ย ย Requirements
ย
Education (Essential)
Advanced university degree in information technology, computer science or a related field.ย A first-level university degree in any discipline with two years of experience in addition to the required experience may be accepted in lieu of an advanced university degree.
ย
Education (Desirable)
Certification in Cloud-based application design and implementation.
ย
Certification in project management, e.g. PRINCE2 or Agile.
ย
Experience (Essential)
At least ten years of experience with at least two of the following areas: ICT infrastructure design and operations, information architecture design and operations, software architecture design and implementation, including in the domain of Enterprise Architecture, System and network architecture, managing large scale IT transformation projects with direct business impact by using industry standard methodologies and tools.
ย
Significant experience in managing multinational teams and projects, including staff and external contractors, to deliver complex software products.
ย
Experience with AWS cloud based design, architecture and system implementation.
ย
Experience in legacy system migration projects.
ย
Experience (Desirable)
Experience in large scale IT program Architecture design and implementation.
ย
Experience with data processing, transformation and validation.
ย
Experience in international IP registration systems.
ย
Experience with DevSecOps and CI/CD processes.

Language (Essential)
Excellent knowledge of English.
