The Senior Officer will help coordinate the networkโ€™s engagement with USG donors at the Washington, DC level. With a focus on USAID, the CDC, and the Dept. of State, the Senior Officer will strengthen strategic partnerships with donor stakeholders to increase and diversify US Government funding for Action Against Hungerโ€™s international programming, and to promote the visibility, brand recognition, and voice of Action Against Hunger member associations and country offices.

Purpose: The Senior Officer will help coordinate the networkโ€™s engagement with USG donors at the Washington, DC level.

Engagement: The Senior Officer will strengthen strategic partnerships with donor stakeholders to increase and diversify US Government funding for Action Against Hungerโ€™s international programming, and to promote the visibility, brand recognition, and voice of Action Against Hunger member associations and country offices.

Delivery: This position will work to increase the ability of the Action Against Hunger International network to effectively pursue US Government funding by developing resources and delivering practical guidance about donor processes, policies, and requirements.

Key activities in your role will include

Institutional Donor Engagement

Ensure representation of the Action Against Hunger International network through participation in strategic engagement opportunities, such as executive-level meetings, industry events, and US-based platforms and networks. Assist Action Against Hunger network leadership and technical staff to engage with donor representatives and relevant inter-agency networks. Streamline internal feedback loops and communication channels in order to ensure that relevant teams across the network are adequately consulted and/or briefed on DC-level donor engagement, intel, and news. As requested by country offices and desk officers, secure meetings with USAID and other donors at the country level. Support country teams in developing talking points and presentations to communicate their technical expertise and programming. Continuously seek out opportunities to share information with donors and partners that advances Action Against Hunger reputation. Serve as the primary go-to-contact person for stakeholders across the Action Against Hunger International Network when information is needed about USG.

Donor Intelligence & Strategic Analysis

Consult regularly with key departments across the Action Against Hunger International Network and develop a strong understanding of relevant programs, expertise, and funding priorities. Provide support in analyzing USG policy and positioning, identify priority countries and thematic areas, and provide strategic guidance and support to senior leadership across Action Against Hunger, including operational, technical, and regional directors. Monitor and track donor trends, including updates to donor policies, strategic approaches, regulations, and requirements. Provide support in advising Action Against Hunger teams on the impact of key USG approaches and regulations. Identify specific risks and possible mitigation measures. Work with relevant staff to strategically leverage program results for future positioning.

Business Development Support

Support the identification and assessment of USG funding opportunities across all potential donor agencies. Provide recommendations to Action Against Hunger offices on how to successfully pursue funding, including prepositioning, proposal development, and partnership strategies. As requested by network teams, assess US-based peer organizations for potential partnership and benchmark Action Against Hungerโ€™s capabilities. Lead the development and negotiation of consortia partnerships with US-based organizations.

Supervisory Responsibilities

This position will supervise a US Government Donor Relations Officer.
Do you meet the profile required criteria?
Bachelorโ€™s degree in relevant discipline in a field related to social sciences, development, or nutrition studies. Minimum of 7 years working with an international organization in a program management or leadership position. Minimum of 7 years working in partnership with USAID / US Government offices and departments responsible for overseas development assistance. Strong understanding of USG overseas development assistance policies, priorities and processes, and strong existing network of USG contacts. Strong representation skills and ability to prepare and deliver compelling presentations to senior-level policy makers and managers. Field level experience of working in emergency and/or development settings and a solid understanding of humanitarian principles and current global sectorial issues. Demonstrated experience in project management, budgetary oversight, proposal development and compliance. Strong organizational and planning skills. Strong verbal and written communication skills including demonstration of cultural awareness, diplomacy, and tact. Ability to work independently and under tight deadlines, and to multi-task. Patience, positive attitude, and strong interpersonal and coordination skills. Strong organizational and planning skills. Excellent knowledge of MS Office Applications. Fluent in spoken and written English. Working knowledge of French and/or Spanish would be a strong asset.
