Job Summary

The Senior Officer, Business Development is a business development professional who will lead the development of large, complex/strategic bids for the US Government (USG) and other institutional donors, guiding an effective, successful bid process that leverages the US office as well as other Action Against Hunger offices around the world. The incumbent will effectively work with all parts of the organization, including human resources, finance, compliance, and communications, to ensure all support services are engaged in the proposal development process. In this capacity, the incumbent may serve as the primary proposal manager or a member of the proposal team. All business development team members are responsible for working closely with all internal programmatic departments to track, research, resource, and submit high-quality bids on Action Against Hungerโ€™s most important opportunities. The incumbent will also play a key role in supporting the organizationโ€™s knowledge management of business development and institutional donor information, such as monitoring the organizational forecasts, pipeline, and related donor trends.

Purpose: Lead and support business development strategy for institutional opportunities, guiding and coordinating pre-positioning activities and proposal development teams, ensuring clarity of roles and responsibilities, high quality, and timely inputs. Engagement: Contribute to the organizationโ€™s resource mobilization efforts as it relates to competitive funding opportunities. Manage pre-positioning efforts with key partner organizations with whom we can forge strategic partnerships and consortia. Liaises with country teams, the Horn and East Africa regional office (HEARO), and the Research and Technical teams to conduct donor mapping, analysis, and deliver high-quality and successful proposals. Delivery: Support the Business Development team in the design of our business development strategy for USG opportunities, including leading with the input/monitoring forecast and pipeline data, developing tools and processes to improve the business development cycle, development concept notes, proposals, budgets, teaming agreements, partner due diligence, etc.

Inform and make bid recommendations on all USG and other high-priority opportunities. Oversee prepositioning, proposal development, proposal pricing, production, and submission of proposals, ensuring that proposals meet funder specifications and deadlines, and quality standards. Identify proposal teams, outlining roles and responsibilities for each team member as appropriate. Support recruitment of key personnel for proposals, including drafting the job description, narrowing candidates, and participating in interviews. Structure and manage consortia of international and local partners for proposal development and submission, particularly for complex, large-scale programs. Lead partnership negotiations, develop Scopes of Work (SOWs), and review pre-teaming and teaming agreements. Develop, communicate, and enforce quality standards for proposals; facilitate development, dissemination, and training of toolkit elements, including capture strategy tools and checklists. Monitor potential new business opportunities, marshaling decisions on which opportunities to pursue, in close coordination with other Departments; identify donor trends and new avenues for funding Action Against Hunger network activities. Partners closely with country directors and other senior-level staff, including in-country resource mobilization staff, to support capture efforts. Track and report business development elements pertinent to strategic and high-priority opportunities Manage forecast, pipeline, and relevant data to track organizational financial health and future projections. Support knowledge management of Action Against Hungerโ€™s Business Development activities in service of the US office and the network. Provide advice on funding and collaboration opportunities with USG agencies, including USAID, Department of State, and CDC) to the Action Against Hunger International Network. Provide training/mentoring to the US and Country Office field-based staff on proposal development, strengthening the ability of technical and country program leaders to be effective in new business development. Work with the Awards Management team to manage the relationship with US Donors in Washington DC, particularly USAID and BPRM. Utilizes extensive contacts and relationships with outside organizations to identify partnership opportunities. Continually broadens and strengthens relationships with partners and internal counterparts to gain trust and respect.

Physical Demands

While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Working Conditions, Travel and Environment

The duties of the job require regular job attendance at least five days per week. Employee must be available to work outside normal office hours, or on the weekends, as required by contact with the missions, mission security, or other obligations to meet deadlines. The duties of the job require to travel with frequent travels to the Nairobi office, as well as to other Action Against Hunger HQs and country offices. The Employee must be able to travel as required for standard domestic and international business travel, as well as to the country offices. While visiting the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.

Do you meet the profile required criteria?

Required Qualifications

Bachelorโ€™s degree in relevant field. Masterโ€™s degree preferred.

Required Skills & Experience

Minimum of 6 years of relevant institutional business development experience (or equivalent). Successful track record in USG proposal writing and production for public sector donors. Demonstrated skills in organizing teams to produce high-quality proposals on a tight deadline. Advanced knowledge of US Government donor agencies and other institutional donors. Proven successful track record with proposals to USAID and other institutional donors. Thorough knowledge and understanding of USAID policies/procedures. Technical knowledge of nutrition, health systems, food security, and/or WASH programming is a plus. Ability to sustain interpersonal and professional relationships with internal colleagues and donor and peer organizations contacts. Excellent planning and resource management skills. Excellent written and oral communication skills, including effectively presenting complex ideas to diverse audiences. Ability to multitask easily and gracefully, balancing and adapting to frequently changing priorities. Advanced negotiating and conflict resolution skills. High proficiency in working with the finance team to support budget development. Strong computer skills, including proficiency in Microsoft Office Programs (especially Word, Excel, and PowerPoint). Willingness and ability to travel domestically and internationally as needed.

Preferred Skills & Experience

Advanced knowledge of BHA Emergency Application Guidelines and proven ability to lead and develop proposals for BHA. Knowledge and understanding of several of Action Against Hungerโ€™s key areas of technical expertise: nutrition, food security and livelihoods, WASH, and advocacy. Experience living, studying, and/or working in an Action Against Hunger country. Additional language skills in French, Spanish, and/or African local languages are helpful.
