Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.
*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 20,280 (JOD) yearly.
Introduction
Estidama++ Fund โ Extension of Coverage and Formalization was designed as a new mechanism to foster inclusive social security, address structural imbalances in coverage, and strengthen resilience of female and male vulnerable workers, including refugees and migrants. The project supports Social Security Corporationโs previous initiatives to extend coverage to all workers in Jordan, in line with International Social Security and Labour Standards. It addresses structural gaps in social security coverage with a focus on informal vulnerable workers that were left out of the COVID-19 crisis national social protection response, while building on SSC's inclusive regulatory framework, based on fundamental principles such as the equality of treatment regardless of nationality or legal status.
The main objective of the role is to provide senior level M&E support to the implementation of Estidama++ Fund โ Extension of Coverage and Formalization.
Reporting Lines:
The Senior Monitoring and Evaluation Assistant will report to the Social Protection Officer at the ILO Amman office, s/he will provide senior level support in all matters related to reporting, data base management, and logistic preparation for fieldwork inherent to the implementation of the Estidama ++ Fund โ Extension of Coverage and Formalization.
Description of Duties
1. Data Management:
- Assist in the collection, organization, and management of project-related data for the project and maintain accurate and up-to-date databases to track project progress, indicators, and outcomes.
- Collaborate with relevant stakeholders to ensure data consistency and accuracy.
- Assist in identification of issues affecting data quality and propose solutions.
- Assist in implementation and improvements to project dashboard and support access to external stakeholders
2. Reporting Support:
- Assist the Estidama ++project staff in preparing regular progress reports and updates on project activities and outcomes.
- Compile relevant data and information to support the creation of comprehensive reports for internal and external stakeholders.
- Participate with the Estidama ++ project staff in the organisation of social dialogue sessions with constituents.
- Participate with the Estidama ++ project staff in coordinating external audit and evaluation activities

3. Monitoring and Evaluation:
- Contribute to the maintenance of the monitoring and evaluation frameworks, tools, and methodologies for the project.
- Participate in the organization of monitoring of project activities and outcomes, ensuring alignment with established indicators and targets.
- Support and assist project staff in the analysis of monitoring data to identify trends, challenges, and areas for improvement.
- Conduct quarterly review of publications in Jordan relating to labour market dynamics and social protection

4. Logistical Preparation:
- Coordinate logistical arrangements for fieldwork activities related to the project, including workshops, training sessions, and data collection missions.
- Ensure timely and efficient preparation of materials, equipment, and resources required for field activities.
- Coordinate logistical arrangements for wider social protection knowledge dissemination activities on a quarterly basis
5. Documentation and Records:
- Maintain organized documentation of project activities, reports, and correspondence.
Required qualifications
Education
Completion of secondary school education.
A bachelor's degree in a relevant field such as Social Sciences, Economics, Statistics, Development Studies, or a related discipline is an advantage.
Experience
At least 7 years of progressively responsible experience in monitoring and evaluation, data management, and project support roles.
Experience working in the field of social protection, labour, or development projects is desirable.
Previous work experience within the United Nations system, international organizations, or non-governmental organizations would be an asset.
Languages
- Maintain organized documentation of project activities, reports, and correspondence.
