Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.
*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 12463 (USD) yearly.
Introduction
The ILO is engaged in the implementation of activities to support the recovery efforts and stimulation of the private sector and promotion of livelihoods and decent job creation across Syria.
In order to harmonise all the activities within the ILO mandate and the tripartite dialogue with its main constituents towards creation of Decent Jobs in Syria in this early recovery period after long years of crisis, the ILO is developing its POS (programme of support). The POS will ensure the coherence with the transitional action plan (TAP) outcomes developed by the UNCT in Syria.
The ILO is engaging in series of activities with different UN partners and its main constituents:
Two Employment-Intensive Investment Programme (EIIP) were launched in May 2025 and will be implemented through the end of 2025, targeting Aleppo city and rural Aleppo, with the aim of promoting local employment through labor-intensive infrastructure works. In the area of social protection, the ILO, in collaboration with UNICEF, WFP, and the World Bank, is engaging relevant government institutions to support reform efforts aimed at building an inclusive and sustainable social protection system. A series of capacity-building workshops and technical discussions are planned throughout 2025 and beyond, focusing on strengthening the capacities of key actors within the national social protection framework. The ILO has initiated extensive consultations with employersโ organizations across several governorates. A rapid enterprise-level skills needs assessment is underway with 50 enterprises. Additionally, an in-depth sectoral analysis of the textile and garment industry will be conducted to identify evidence-based skills and employment strategies in this priority sector. The ILO team in Syria is working closely with the Central Bureau of Statistics (CBS) to develop a Labour Force Survey (LFS) aligned with international statistical standards. A pilot survey covering 1,500 households across four governorates will be conducted in preparation for a nationally representative LFS, which will contribute to improved labour market data for policy development and planning.The work on the above-mentioned activities entails the need for a G4 Administrative and Finance Assistant to support the overall operation of the ILO office.
Reporting lines:
The incumbent will work under the direct supervision of the of the ILO Syria Country Coordinator and under the overall technical supervision of the Regional Administrative Unit in ROAS.
Description of Duties
Draft standard correspondence, in both Arabic and English as needed using appropriate formatting for a variety of documents related to the ILOโs operation and its project activities (correspondence, reports, technical documents, presentations) in conformity with the ILO requirements and using appropriate guidelines and templates. Assist in creating contracts, agreements and process transactions in IRIS including contracts, travel requests, purchase orders, purchase requisitions and external payment authorizations with the support from ROAS/DWT-Beirut.โโโโโโโ Assist the project team with the procurement process, ensuring the fair procurement of goods and services in line with ILO guidelines. Ensure effective use of resources and apply value for money principle throughout the procurement process and activities to facilitate smooth project implementation in a timely manner. Maintain timely and orderly files and official records related to ILO activities inside the country. Search and select relevant information and records for officials upon request. Assist in the administrative and logistic support for meetings, seminars and/or workshops organized under the project/programme. Provide all needed administrative support for the activities in Aleppo and other interventions by the ILO at the national and/or at regional levels. This includes the preparation of workshop materials, preparation of stationery, shipping, preparation/compilation and distribution of working documents and other material, handling logistics, calculating and preparing cost estimates and following up on payments. Collect all workshop reports and monitoring reports prepared by experts and compile them for review and financial clearance. Assist in the preparation of progress reports and related projects' briefs and presentations.โโโโโโโ Assist with informal translation of basic documents, including emails, letters, reports and other documents, from English to Arabic and vice versa and provide interpretation services in English and Arabic during meetings, workshops and field visits and any other events as required. Provide support for the official travel of staff, resource persons and participants of meetings, seminars, and other ILO activities. including travel and accommodation arrangements, security clearances, visa requirements. Prepare relevant documents and materials related to the colleagueโs missions and provide support and information to participants on matters of a routine nature. Provide logistic support and arrange payments to resource persons, such as daily subsistence allowance. Draft payment-related correspondence, ensure follow-up and maintain records.โโโโโโโ Maintain the records of inventory of all recordable assets as per ILO rules and regulations. Perform other relevant duties when required.Required qualifications
Education
Completion of secondary school education.
First level university degree is an advantage.
Experience
At least three yearsโ experience in general office management and clerical support work.
Practical experience on standard office software packages and email required by the work unit (Word, Excel, PowerPointโฆ). Knowledge of the UN policies and procedures is an advantage.
Languages
Excellent command of English and Arabic (oral and writing skills).

Knowledge of practices and procedures for preparing administrative documents and maintaining file system. Ability to compose correspondence and correct documents in accordance with established standards. Accuracy and ability to pay attention to details. Excellent oral and written communication skills. Customer service experience in order to provide courteous, prompt and efficient responses to internal clients. Understanding of principles of non-discrimination and gender equality.
