BACKGROUND:
The U.S. Agency for International Development (USAID)-funded Fight Slavery and Trafficking in Persons (FSTIP) Activity in Bangladesh is a five-year project implemented by Winrock International. The overall objective of the FSTIP Activity is to reduce vulnerability to human trafficking, child early forced marriage and unions, and support human rights.
The goal of FSTIP is to:ย ย
Enhance the systems, capacities, and sustainability of justice sector actors and institutions. Prevent human rights violations and increase awareness of trafficking in persons (TIP) and child, early, and forced marriage and unions (CEFMU); and Strengthen the protection of TIP and CEFMU victims.This is a local/national position and is not eligible for international allowances or relocation allowances.

POSITION SUMMARY:
Theย Senior Manager, Government Advocacy & Coordination will be responsible for advancing advocacy and coordination with the Government of Bangladesh ministries responsible for implementing activities supporting the National Plan of Action (NPA) for the Prevention and Suppression of Human Trafficking on behalf of the Fight Slavery and Trafficking in Persons (FSTIP) Activity. Working closely with the FSTIP Chief of Party (COP) and Deputy Chief of Party (DCOP), s/he will contribute to achieving the projectโs goals and objectives to reduce vulnerability to trafficking in persons and child, early, and forced marriage and unions and support human rights.ย

ESSENTIAL RESPONSIBILITIES:
ย Develop an advocacy strategy and workplan for the FSTIP Activity based on the projectโs policy objectives. Conduct a systematic policy and stakeholder analysis and define the FSTIP projectโs policy agenda. Strengthen strategic partnerships and collaboration with national and subnational government agencies and other relevant stakeholders related to human trafficking, child, early and forced marriage and unions, and safe migration through collaboration and communication. Represent FSTIP in relevant government forums, task forces, working groups, and committees to facilitate policy discussions and advocacy efforts. Build the capacities of the FSTIP Activity team and partners to generate evidence for policy recommendations. Design and organize consultations with communities, civil society, and other organizations to generate evidence for advocacy efforts. Develop policy briefs and other written materials based on evidence and policy recommendations and communicate those in written and verbal forms to different audiences. Work closely with the FSTIP monitoring and evaluation team to monitor implementation of the advocacy workplan, collect and analyze routine data on advocacy activities, and suggest adjustments in the advocacy workplan and activities. Work closely with the COP/DCOP to implement capacity strengthening activities for national and local level stakeholders. Support the FSTIP Activity team and implementing partners to ensure all policy advocacy efforts are socially inclusive and gender responsive. Assist the FSTIP Activity team in generating an evidence base for advocacy at the national and local levels to integrate human trafficking, child, early and forced marriage and unions, safe migration, and gender-based violence issues into plans, policies, and frameworks. Coordinate with the FSTIP Activity team in providing technical assistance to key government ministries and associated stakeholders; and Other responsibilities as assigned.ย
QUALIFICATIONS:ย
Education: Masterโs degree or higher in development studies, economics, international relations, or other social sciences. ย Work Experience: At least eight years of professional experience in policy advocacy and networking. Demonstrated technical expertise in capacity strengthening activities, including needs assessments. Extensive experience in designing and conducting consultations with diverse stakeholders at the national and local levels; and Proven expertise in developing policy briefs, preparing reports, generating evidence-based research, and communicating policy recommendations to diverse audiences. Skills/Knowledge: Fluency in Bangla and English Strong oral and written communication skills. Ability to strengthen collaboration with government agencies to influence policies, programs, and plans, specifically related to human trafficking, child early and forced marriage and unions, and safe migration. Ability to engage with diverse groups of stakeholders from the national to local grassroots levels, utilizing well-developed diplomacy and tact while respecting gender and social inclusion. Possess sound knowledge on human trafficking, child, early and forced and marriage and unions, and safe migration issues and policies. Ability to manage multiple tasks and priorities under pressure, and attention to detail. Strong management, communication, and negotiation skills. Strong analytical skills and the ability to conduct policy research and analyses. Strong interpersonal skills and ability to work with teams in a multicultural environment. Willingness to travel regularly within Bangladesh; and Computer literacy in word processing, spreadsheet, presentation software (Microsoft). ย Other:ย Willing to travel frequently to project areas.ยAll interested candidates shall submit their CV with a minimum of three references and a cover letter in English below.
