The Senior Inclusive Development Advisor will be Key Personnel on the anticipated USAID-funded Inclusive Development and Equitable Assistance (IDEA) activity. This 5-year Leader With Associates (LWA) award will respond to the needs and priorities of marginalized and underrepresented groups and/or people in vulnerable situations (MUGVPs) and communities of all diverse identities and experiences and build the capacity of organizations that serve MUGVPs to help them meet their goals. IDEA aims to: 1) respond to the needs and priorities of MUGVPs and communities of all diverse identities and experiences and 2) increase the knowledge and skills of civil society and other organizations that advance Inclusive Development so that these organizations are better positioned to meet their own priorities and contribute towards more equitable development outcomes overall.

The Senior Inclusive Development Advisor will spearhead a strategy to advance inclusive development programming to MUGVPs. This will include utilizing cross-cutting, inclusive design, and implementation, for Leader and Associate Awards. The Senior Inclusive Development Advisor is considered as resource person on matters related to integrating the principles of inclusive development which includes but is not limited to, the consideration and/or integration within development activities of gender, persons with disabilities (PWD), Lesbian, Gay, Bisexual, Transgender, Queers, and Intersex plus (LGBTQI+), youth, and ethnic and religious minorities. The Senior Advisor also works strategically to develop inclusive development programming.

Location: United States (Washington, DC or another state in which CARE operates). US work authorization is required for all US locations. Additional possible locations: Nairobi, Amman, Dhaka, Manila, Lilongwe, London.

Primary Responsibilities:

Design, develop and implement a strategy to advance inclusive development programming to MUGVPs. Utilize cross-cutting, inclusive design and implementation for Leader and Associate Awards. Support the integration of MUGVPs activities in the work plan and support partners in mainstreaming MUGVPs in their policies, practices, and activities. Lead the design of MUGVPs activities and Gender Equality and Social Inclusion (GESI)-specific tools in work planning to promote gender equity in project implementation. Support and collaborate with the technical team on integrating GESI activities in technical assistance, capacity development, and pilot projects under the project. Provide inputs to ensure that MUGVPs and GESI considerations are integrated in program and project design and implementation. Work closely with the monitoring and evaluations team to ensure that MUGVPs and gender issues are reflected in the M&E plan, framework, and reports to assess whether the gender objectives are being met. Network and coordinate program strategies as appropriate with partner organizations. Prepare internal and external technical reports as needed.

Qualifications:

Masterโ€™s degree (or higher) in a relevant social science (i.e., sociology, demography, psychology, political science, and economics), (or equivalent combination of education and work experience in a relevant area). At least ten (10) years of relevant experience in inclusive development and localization. Demonstrated experience in leading program coordination, strategic planning, project design with marginalized communities. Experience providing training on gender and social inclusion related issues. Substantial relevant experience working with marginalized and vulnerable groups including children in adversity, people with disabilities, indigenous peoples, LGBTQI+ populations, youth, and people with mental illness. Strong commitment to 1) proactively advocating for the rights and inclusion of marginalized, vulnerable groups 2) mainstreaming a feminist perspective as well as diversity and inclusion in development programming 3) applied, iterative and innovative technical learning. Familiarity with key USAID policies including the Youth in Development Policy, LGBT Vision for Action, Disability Policy Paper, Collaborating, Learning and Adapting framework, gender equality policies and guidelines, and other relevant guidance documents. Demonstrated skills in building and maintaining relationships with host governments, donors, other donor-funded projects, and stakeholders, including private sector stakeholders, local organizations, and partners. English proficiency is required, and a second language is preferred. Strong oral and written communication skills. Ability to travel globally as required.
