Context:
The position is located in the Department of Human Resources (DHR). As part of the Business Partnering and Culture Division, activities will be coordinated closely with the Workplace Culture Unit and the Senior Human Resources Associate will work collaboratively with other Divisions and Units within the Department of Human Resources at Headquarters, Regional Offices, and Administrative Centres to integrate ย performance management with other HR functions.
Under the overall supervision of the Chief Human Resources Business Partnering and Culture Division and direct supervision of the Senior Human Resources Officer, Performance Management, the Senior Human Resources Associate, Performance Management is responsible for providing user support and carrying out administrative functions for the Performance Management Unit in the implementation and administration of IOMโs performance management framework. The incumbent supports the implementation of IOMโs performance management framework through effective information management, performance appraisal system (PAS) administration and ย responding to performance management-related queries and requests.ย
Core Functions / Responsibilities:
As focal point for user support, effectively resolvingย performance-related queries and supporting all activities related to ensuring that effective support is provided to staff, supervisors and HR focal points.ย Perform assigned role(s) in the Performance Appraisal System (PAS), including verifying staff eligibility and accuracy of HR data required to facilitate PAS transactions; creating, transferring and cancelling performance and probation documents and goal plans in accordance with the defined eligibility criteria, paying special attention to data consistency and accuracy.ย Support the implementation of the Performance Management Framework by contributing to the development and review of the policy,ย standard operating procedures (SOPs), best practices and other related resources, as well as the assessment of performance management needs globally across IOM.ย Work in close collaboration with the respective units or functions to support the timely implementation and continuous improvement of Performance Management processes by monitoringย the effective functioning of the system and proposing solutions to address identified bottlenecks.ย Support the development and implementation of capacity building initiatives by contributing the development of training materials,ย facilitating training events and providing technical guidance to staff, supervisors and HR focal points on performance management systems, tools, processes and best practices.ย Monitor the Performance Management reporting dashboards, identifying and proposing improvements to enhance the relevance, accessibility and accuracy of performance-related data and support regular reporting to management and other stakeholders.ย Support regular monitoring of compliance with performance management processes and identification of trends and gaps by providing inputs into periodic performance reports and providing regular updates to the Senior HR Officer, Performance Management and the Chief HR Business Partner.ย Support effective information and knowledge management by maintaining the Unitโs databases and resource libraries and information repositories to enhanceย relevance and accessibility of documentation while maintaining confidentiality and integrity of all restricted materials.ย Support the continued development and enhancement of performance and talent management in IOM by proactively identifying bottlenecks and making proposals to address them and leverage opportunities for learning and improvement.ย ย Contribute to the effective overall coordination of the unit by supporting the onboarding of new members to the unit and providing guidance and training to fellow unit members as needed.ย Perform other duties that may be assigned.ยRequired Qualifications and Experience
Education:
University degree in Business Administration, Human Resource Management, Organizational Behaviour and Development, Computer Science, Statistics or a related field from an accredited academic institution, with four years relevant professional experience; or,ย Completed High School diploma from an accredited academic institution, with six years of relevant professional experience.Accredited Universities are those listed in theย UNESCO World Higher Education Database.
Experience:
Relevant work experience in human resources management or organizational management;ย Previous experience supporting a performance management function or HR function with information management responsibilities; andย Previous experience using Oracle or other Performance Management system is a distinct advantage.Skills:

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
