About this position:
The Social Protection and Health (SCL/SPH) Division of the IDB is seeking a consultant to collaborate on the execution and supervision of the SPHโs operations and activities in Guyana.
The Social Sector (SCL) is a multidisciplinary team convinced that investing in people is the way to improve lives and overcome the development challenges in Latin America and the Caribbean. Jointly with the countries in the region, the Social Sector formulates public policy solutions to reduce poverty and improve the delivery of education, work, social protection, and health services to citizens. The objective is to advance a more productive region, with equal opportunities for men and women, and greater inclusion of the most vulnerable groups.
The Social Protection and Health Division (SPH) is tasked with the preparation and supervision of IDB operations in borrowing member countries in the areas of: (i) social protection (safety nets and transfers and services for social inclusion, which include early childhood development, youth programs, and care services, among others); (ii) health (health capital investment strategies, health networks strengthening, health system financing, and organization and performance, etc.); and (iii) nutrition.
What youโll do:
The activities that the selected candidate will perform include, but are not limited to, the following:
ยท Review all documents related to operation โHealth Care Network Strengthening in Guyanaโ (GY-L1080) as well documents related to previous IDB health projects in Guyana. Review the governmentโs main policies and plans related to the health sector.
ยท Collaborate with the IDB Team Leader (TL) in overseeing operation GY-L1080, ensuring that it fulfills its objectives and goals in accordance with the Bankโs policies and guidelines.
ยท Perform quality control reviews of planning documents such as Annual Operating Plans, Pluriannual Execution Plans, Procurement Plans, Financial Plans, and disbursement requests, among others. Provide guidance and technical support to the Project Executing Unit (PEU) of operation GY-L1080, when needed. Establish a chronogram of routine meetings with the PEU and the TL.
ยท Collaborate with the TL to oversee monitoring tools such as Semi-Annual Reports and Progress Monitoring Reports, ensuring accuracy, clarity, and consistency.
ยท Collaborate in planning activities and participate/conduct field visits when required. Collaborate in the organization of and participate actively on missions.
ยท Provide technical and managerial advice on supervision and execution.
ยท Support the preparation of technical documents, presentations, TORs and other documents, as needed. Review reports and publications, as needed.
ยท Support the TL in conducting strategic dialogue and driving the health agenda in Guyana.
ยท Foster working relationships with stakeholders from the health sector and maintain the TL informed of different initiatives and projects that are being designed and/or implemented in the country.
ยท Actively participate and contribute to strategic discussions and updates with partners and internal stakeholders to increase coordination and harmonization on the health sector, in coordination with the TL and the Guyana Country Office.
ยท Support the Country Representative in matters related to the health sector.
ยท Support and actively contribute to the preparation of new projects.
ยท Support any other activity related to the health sector in Guyana required by the SPH Division.
ยท Keep continuous dialogue with executing agencies, relevant stakeholders, the SPH Division, CCB and other IDB Departments as required.
What youโll need:
ยท Education: Masterโs Degree in public health, health systems, healthcare management, epidemiology, health economics, global health or related field.
ยท Experience: Five years of relevant work experience in health systems, health projects management, health policy, health economics, or global health, and significant expertise in fiduciary, procurement, financial administration, and management of programs financed by multilateral institutions.
ยท Language: The consultant must be proficient in English.

ยท Computer skills such as MS Office, MS Project and other agile tools.

Requirements:
ยท Citizenship: You are a citizen of one of our 48-member countries.
ยท Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.
Type of contract and duration:
ยท Type and mode of contract: Consultant full time, monthly (CNS).
ยท Contract duration: 6 months.
ยท Work Location: IDB country office in Guyana.
