BACKGROUND AND PURPOSE OF ASSIGNMENT
The WFP is seeking a highly skilled candidate for the role of Senior Finance Associate. This position will be under overall and direct supervision of the Head of Support Services Unit and based in WFPโs Country Office (CO) as part of WFPโs Finance team while serving all other units. The role centers around coordinating and providing accounting and financial support involving the recording and interpretation of financial information, support to internal control, management of payables & receivables and data analysis to contribute to the transparent, efficient and accountable utilization of financial resources. The role also involves providing guidance to a team member.

- Act as an escalation point in providing procedural and technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules and regulations.
- Participate in the development and implementation of financial policies and procedures, interpret and assess the impact of changes and make recommendations on follow up actions, to support setup and implementation of proper accounting procedures, systems and internal controls.
- Contribute to the improvement of internal processes, enhancement of corporate systems and design of tools, to support transparent and efficient utilization of financial resources.
- Monitor the daily cash position in order to optimize the use of surplus cash and maximize returns on investment through the liquidity portfolio.
- Ensure that payments are processed in a timely manner, resolve complex issues relating to the disbursement or replenishment of funds in line with WFP rules and regulations.
- Contribute to the preparation, implementation and monitoring of budgets, monitor expenditure and budget forecasts, to ensure that relevant future funding requirements are met.
- Co-ordinate with other teams in order to ensure that all financial and administrative services are being performed efficiently and in line with the needs of the wider team.
- Monitor and analyze books of accounts and balances to ensure achieve timely and corrective action and compliance with corporate policies and regulations.
- Monitor, control and analyze general ledger accounts in order to initiate and achieve corrective actions.
- Prepare and analyze financial and statistical reports including monthly Financial Management Checklist based on the established frequency and provide recommendations for further actions to the Finance Officer or other staff, to facilitate informed decision-making.
- Co-ordinate and supervise work of other support staff and support their learning and development in management of financial resources (e.g. managing the petty cash/sub-imprest account, review and analyze vendor and balance sheet accounts, etc.), to ensure services are delivered consistently and to the required standards.
- Payables management including analysis of Vendor, staff payments and overseeing petty cash accounts to ensure services are delivered consistently and to the required standard.
- Remain on stand-by at all times and follow standard emergency preparedness practices in order to meet immediate emergency requirements for further service on job and in the field.
OTHER SPECIFIC JOB REQUIREMENTS
- Prepare monthly Financial Management Checklist and ensure submission to Regional Bureau on time including ensuring that the bank reconciliation, disbursements, clearance of receivables, overall cash management and monthly financial closures are performed regularly and in accordance with corporate requirements.
- Monitor the centralized Invoice Tracking System (ITS) and EasyVista in order to process all invoices and payments to external suppliers in a timely manner and in accordance with WFP standards.
- Participate in UN Finance Working group and inform the team of new initiatives. Participate in and contribute to the Cooperate Partnersโ Oversight Spot-checks.
- Ensure gender is considered throughout all areas of work. Perform other duties as required.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
- Has experience in specialized finance area in a country office.
- Has a minimum seven years of progressively responsible work experience in the relative areas of accounting and finance
- Has experience reviewing and analyzing financial statements.
- Has experience implementing accounting and internal control processes.
- Has experience managing financial transactions, oversight and risk management in sizeable programmes in terms of financial value and volume of transactions.
- Experience using SAP/similar accounting software application in considered as a plus.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS
Education: University degree in business administration, finance, accounting, or other relevant fields,
Language: Fluency in both oral and written communication in English language.
