Standard Job DescriptionSenior Field Security Assistant Organizational Setting and Work Relationships The Senior Field Security Assistant provides support to all security related aspects of field operations including Staff, premises and asset security.. The incumbent is normally supervised by an officer who provides regular guidance. They may be assigned some independent routine tasks while more often follows instructions of the supervisor. The incumbent maintains regular contact on a working level on routine issues with other UNHCR personnel, UN agencies, NGOs, implementing partners and with Host Government Security authorities (HGOs) in the area to facilitate the operation. The duty of the incumbent is to support the management of security issues. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties - Provide assistance to the supervisor in evaluating the level of risk and assessing the existing security measures for the UNHCR personnel operations, premises, partners and persons of concern. - Be aware of security protocols and procedures in place in accordance with the UNSMS policies, UNHCR Policies and the Security Risk Management process in the designated area check for compliance and advise management on any deficiencies. - Assist in security assessment missions to the field in coordination with UNDSS/other agencies; help the supervisor during field missions to gather information and analyse the security situation. - Support the Implementation of security-related projects. - Assist in the monitoring, updating and reporting of security-related events. - Assist in the processing of administrative security issues. - Maintain liaison with UN security management system actors, local law enforcement agencies, civil authorities and other relevant agencies. - Provide security briefings to UNHCR staff, and as appropriate partner staff, on relevant security risk management for the country concerned to include , inter alia, the warden system, communication notification and reporting procedures, travel planning procedures road and fire safety. - Respond to staff queries on security issues and provide immediate assistance as required. - Provide security-related advice to the manager and other staff. - Advise on security gaps and needs. - Maintain liaison and build relationships with Host Government Security Forces and security counterparts. - Perform other related duties as required. Desired Candidate ProfileThe operation in Chile has a workforce of approximately 50 people, composed of staff members (both national and international), and affiliates. The National Office (NO) is in Santiago de Chile, with field presence in Iquique, Arica, Antofagasta and Puerto Montt. The NO Chile falls under the scope of the Multi-country Office (MCO) Argentina, located in Buenos Aires, that covers also Bolivia, Paraguay and Uruguay.

With more than 444,000 individuals from Venezuela currently living in the country, Chile is the forth-highest receiving country of people with and for whom UNHCR works in the region. These numbers include 6,526 VEN asylum-seekers and 29 recognized VEN refugees. However, this figure does not contemplate VEN nationals that have an irregular legal condition in the country, because they have entered the country through unauthorized border crossings points. Irregular entries to Chile have continued and additional arrivals are expected in 2023, as Chile is considered a destination country for many Venezuelans currently living in other Latin American countries.

At the request made by the UN Secretary-General to UNHCR and IOM on 12 April 2018, to lead and coordinate the response to refugees and migrants from Venezuela, UNHCR and IOM currently co-lead the National Platform for Refugees and Migrants from Venezuela in Chile and works closely with other UN sister agencies to ensure a holistic response to their plight.

Host communities have been most impacted by the increasing number of refugees and migrants arriving to their locations. This situation has negative affected the access to public services such as health and education. It is essential to strengthen the work with the host communities and prevent discrimination and xenophobia
In addition, because of the increase in the number of people entering through unofficial border crossing points, there are many people in an irregular legal status, which excludes them from access to various integration opportunities; especially the labor market and financial inclusion.
Last years, the population has held demonstrations against the United Nations system in Chile, which has been increasing in the context of the challenges presented by human mobility in the country. Expressions of rejection have also been expressed on social networks.
Considering the work carried out by UNHCR, this presents challenges for the team and the people UNHCR serves. Different public opinion surveys, such as CADEM and CRITERIA, show that migration is among the first concerns of the people, who reject it and associate it with crime.
The incumbent will liaise and work with all units in the National Office as well as the Representation in MCO, regional bureau and headquarters, and also government authorities, UN System, partners and people with and for whom UNHCR works in Chile. He/She will be under the direct supervision of the Administrative Associate in Santiago. The position will be based in Santiago but on a roving basis, thus it will require frequent travels to the field.
Experience in similar positions in UN Agencies and/or Embassies, humanitarian experience is desirable and Security related responsibilities. Desirable functional skills include:
- Candidate must be familiar with the mandate and scope of work of the UN and/or UNHCR
- Candidate must have prior experience in security related functions
- Proven experience in designing security/safety protocols and procedures is required
- Candidate must be used to liaise/coordinate with government law enforcement agencies and other government security counterparts
- The position will be requiring frequent missions to the field across to the country.
- Relevant field work as well as capacity building experience
- Proven Flexibility, ability to work in teams and capacity for judgement and decision making in complex situations are highly desirable skills.
