Niger has launched an ambitious education reform program, currently supported by the PRODEC project on skills, and most recently by the transformative LIRE project.ย  In his inauguration speech, the current President of Niger highlighted education as one of his two top priorities, and has given a strong signal to internal and external stakeholders alike that the success of the education system in both access and quality will be at the core of an emerging Niger.ย  In a context that is facing continued security concerns, Nigerโ€™s government clearly aims to offer quality education to its population, especially in the context of significant economic and social impacts from the COVID-19 global pandemic.ย  Our objective is, inter alia, to help build an education and skills system that is resilient in the face of these and any future challenges.

Duties and Accountabilitiesย 

The candidate will core member of the education team in Niamey and will support the World Bankโ€™s education task team leader in-country. S/he will be expected to lead on some tasks and will also work with colleagues in other sectors on the ground to ensure a multi-sectoral collaborative approach to the World Bankโ€™s development work. In addition, the candidate will:

โ€ข Advise client and colleagues on technical matters in education; curate and adapt global knowledge on both education and skills development, with a focus on well-adapted innovations and technologies; interact with government counterparts, local education group, and other partner organizations (civil society organizations, academia, etc.);
โ€ข Identify and capitalize on opportunities for bringing well-adapted innovations to the service of our clients, and beyond;
โ€ข Provide strong strategic advice and implementation support in fragile and/or conflict-affected environment.ย 
โ€ข Model the behaviors that are key for the success of this role as underscored by the Bankโ€™s stated values:ย  impact, integrity, respect, teamwork, innovation

Selection Criteria

โ€ข Masterโ€™s or Ph.D. in Education (economics of education, evaluation, etc.) or other related fields (e.g. economics, public policy, other human development or social sector-related areas, etc.);
โ€ข Minimum of 10-12 years of experience in education sector dialogue, leading projects, conducting analytics; demonstrated ability to transform technical skills into a strategic vision;ย 
โ€ข Demonstrated ability to work in fragile contexts and to collaborate with multiple stakeholders and to deliver multisectoral tasks;
โ€ข Excellent written and oral communication in French and in English is essential; ability to represent the Bank at high-level discussions with client governments and development partner meetings is key.
โ€ข Experience with leading education tasks, including preparation and supervision of projects and delivering analytical tasks, is essential. Knowledge of Bank policies and procedures would be desirable.
