OVERVIEW OF THE FUNCTIONS OF THE POST
Under the overall authority of the Director of the Division for Partnerships (BSP/DPA) and the direct supervision of Chief of Section for Strategic Partnerships and Donor Relations (BSP/DPA/SPD), the incumbent will contribute to enhancing the capacity of targeted UNESCO Field Offices in partnership-building and resource mobilization. The assignment will be conducted as a pilot with the focus on one UNESCO field office, and based on lessons learned may be replicated for other UNESCO field offices based on evolving needs.
The consultancy will ensure that field offices are better equipped to mobilize resources and build partnerships, fostering long-term sustainability and increased impact in line with UNESCOโs strategic objectives and the UNESCO Resource Mobilization Strategy for 2024-2025.
Long Description
Specifically, the incumbent will support:
- Undertake an inception mission of 1 working week to accompany field office leadership in: 1) taking stock of resource mobilization opportunities and assets that can be leveraged to build partnerships; 2) embedding the UNESCO resource mobilization strategy for 2024 and 2025 in the office resource mobilization plan; 3) operationalizing the office resource mobilization plan.
- Design and deliver targeted capacity-building for field office leadership and staff linked to concrete opportunities and strategic entry points for engagement with potential partners focused on strengthening the knowledge and skills of field office staff in resource mobilization and building sustainable and impactful partnerships.
- Provide tailored guidance to field office leadership and staff through one-on-one consultations or group sessions on developing and rolling out a pipeline of proposals to potential donors.
- Develop and disseminate training materials and toolkits to support ongoing learning and capacity-building efforts at the field level, including step-by-step guides, case studies, and best practice documents.
- Pilot the capacity-building program in one UNESCO field office, monitor and evaluate the effectiveness of the capacity-building efforts, identifying areas for improvement in future training initiatives, and assessing its scalability and effectiveness for potential rollout to other field offices based on the pilotโs outcomes.

REQUIRED QUALIFICATIONS
EDUCATION
โข Advanced University degree (Masterโs level) in business administration, public management, international relations, or other fields relevant to partnerships building.WORK EXPERIENCE
โข Minimum ten (10) years of proven work experience in resource mobilization and partnership-building, including experience in designing and delivering capacity-building programs, preferably in an international environment.
โข Working experience at within the United Nations or other international or development organization is preferred.SKILLS/COMPETENCIES
โข Strong expertise in resource mobilization, including the ability to identify strategic funding opportunities and develop effective partnerships.
โข Excellent interpersonal skills for teamwork in a multicultural setting and ability to interact effectively with different stakeholders inside and outside the Organization;
โข Excellent skills in producing high quality written documents (reports, synthesis, web news, data analysis and graphics);
โข Excellent IT and analytical skills including the ability to extract, analyze and synthesize credible information from electronic knowledge systems to support decision making and planning related to partnerships;
โข Capacity to work in a team as well as independently.
LANGUAGES
โข Excellent knowledge of English or French and very good knowledge of the other language.
โข Knowledge of another official UNESCO language (Arabic, Chinese, Russian or Spanish).
DESIRABLE QUALIFICATIONS
- Working experience at within the United Nations or other international or development organization is preferred.
