Result of ServiceStrategic advice and coordination support is provided to IMEO Work LocationHome-based Expected duration12 months Duties and ResponsibilitiesThe UN Environment Programme’s International Methane Emissions Observatory (IMEO) is a data-focused, action-oriented initiative that drives deep reductions in methane emissions – the second biggest contributor to global climate change and a key opportunity to reduce warming in the near-term. IMEO’s mission is to provide the open, reliable, and actionable methane data needed to cut emissions at the speed and scale necessary to achieve the Paris Agreement goals. To do this, IMEO is harnessing a methane data revolution under way thanks to rapidly advancing technology and momentum for methane action. IMEO collects, integrates, and reconciles data from methane-detecting satellites, scientific measurement studies, rigorous industry reporting through the Oil and Gas Methane Partnership 2.0 (OGMP 2.0), and national emissions inventories. These initiatives are game-changers for climate action – and as a core implementing partner of the Global Methane Pledge, IMEO is shaping the future of methane mitigation. A senior consultant is needed to provide strategic advice and coordination support to the IMEO and its workstreams. Qualifications/special skillsEducation • PhD degree in public policy, business, engineering, political science or environmental science is required. Work experience • At least fifteen years of relevant work experience in an environmental science, policy analysis, environmental advocacy or related field, • Familiarity with the oil and gas sector, particularly related to major methane emissions sources, • Ability to summarise and translate scientific information appropriately for a variety of audiences, from senior scientists to the lay public, • Intellectual agility and comfort with working on a wide variety of environmental topics Key Competencies • Excellent written and oral communication skills. • Strong computer proficiency, including Excel, Word and internet research; experience with • statistical programmes (e.g. SPSS/STATA. R) are a plus. • Ability to work independently and support multi-disciplinary team, using independent judgement to plan, prioritise and organise diverse workload in a fast-paced environment. • Ability to work with colleagues and partners of varied backgrounds and experience. LanguagesFluency in oral and written English. Knowledge of other UN languages is a plus. Additional InformationThe Consultant will: 1. Provide general support to the UNEP team implementing the International Methane Emissions Observatory (IMEO) a. Participate in internal UNEP discussions regarding methane partnerships initiative in order to achieve maximally effective outcome of the initiative. b. As requested, participate in initiative meetings or phone calls. c. Assist IMEO Head in developing and implementing an overall strategy for reducing emissions of methane from oil and gas operations and activities, as well as develop strategies for other methane emitting sectors. d. Assist IMEO Head in conducting associated outreach as requested. e. Support preparations of the annual team retreat to discuss strategic objectives of IMEO and foster improved collaboration between its workstreams 2. Support implementation of OGMP 2.0 a. Support operational activities of the Partnership b. Support recruitment of new member companies c. Support activities of the Advisory Group providing strategic recommendations to the Partnership, including on the evolution of its governance and increasing data availability and transparency. d. Support organization of the annual in person Implementation Conference, where member companies and partners share knowledge and experience to accelerate the collective progress of the industry in reducing methane emissions. e. Advise and engage on selected analysis and studies in the oil and gas, including on the gap between reported emissions and atmospheric observations, as well as LNG supply chain. 3. Support implementation of IMEO a. Support membership of IMEO implementation committee and successor governance activities b. Support soliciting funding from selected governments and foundations 4. Develop and operationalise Steel Methane Programme (SMP) a. Develop strategy for mitigating methane emissions from metallurgical coal production, as part of the supply chain of the steel industry b. Support the development and operationalization of the Steel Methane Programme c. Advise and engage on selected science studies for the coal sector 5. Support the development and evolution of the IMEO governance structure a. Support the establishment and implementation of IMEO internal governance structure b.
