The U.S. Climate Alliance Secretariat provides strategic, convening, analytical, and other functions to support member states and territories in making progress on their climate priorities. The U.S. Climate Alliance seeks a Senior Climate Analyst to provide analytical and research support on a wide range of climate and clean energy issues to assist member states and territories in advancing ambitious climate policy. Key responsibilities include leading on Alliance-wide analytical efforts to measure progress and inform decision-making; coordinating Alliance working groups focused on improving state greenhouse gas (GHG) inventories and emissions analysis; maintaining the Allianceโs policy database that tracks adoption and implementation of climate actions across sectors; and contributing to the development of key Alliance resources and publications. The Senior Climate Analyst reports to the Director of Programs and Analysis and will be expected to work as part of a broader team that includes Alliance states and territories, consultants, and external partners. The position is part of the Energy and Climate team at the United Nations Foundation, which houses the U.S. Climate Alliance Secretariat.
This position is located in Washington, D.C. with consideration for remote work.
Essential Functions
Lead Alliance-wide Analytical Efforts: Scope, commission, and execute Alliance analytical projects that measure the coalitionโs progress in achieving its climate targets and support data-driven decision-making. Work with external consultants to guide and inform commissioned modeling to ensure it meets Alliance expectations for quality and comprehensiveness. Support efforts to develop and strengthen the Secretariatโs in-house modeling capabilitiesCoordinate State Working Group(s) and Convenings: Coordinate the development and execution of state working groups and initiatives focused on improving state GHG emissions inventories and strengthening use of climate data in state decision-making. Consult with Alliance members on areas of focus, agenda development, and identification of action items and key barriers. Follow up on action items and state requests; engage stakeholders and key partners to scope and implement projects; and support other Alliance working groups, task forces, and initiatives as neededMaintain Alliance Climate Policy Database: Conduct ongoing maintenance and data management of the Allianceโs new policy database that tracks the policies of member states and territories across sectors to confront climate change. Work closely with policy sector leads to ensure the database is kept up-to-date and evolves to meet the needs of both Alliance members and the Secretariat. Collaborate with the Communications team on climate storytelling. Identify opportunities to continue building and improving this innovative toolGenerate Policy Options Papers, Roadmaps, Resource Guides, and other Major Alliance Deliverables: Conduct policy research, analyze key sector trends, and draft chapters of the Allianceโs annual report that outline progress towards our climate goals. Contribute to products that help Alliance members improve quantification of opportunities, measure progress towards policy goals, and quantify the co-benefits of action. Conduct research and analysis and draft material for Alliance products across other sectors as neededSupport Execution of Alliance-Wide Meetings: Help prepare materials that support major Alliance meetings, workshops, and high-impact events, including by working with Alliance states, consulting outside experts, organizing meetings and guest lists, developing a work plan or draft documents, and communicating information to relevant staff and state teamsReview and Process Contracts and Grant Agreements: Manage grants, including monitoring and evaluation and reporting. This includes working with the Operations and Finance teams to execute new contracts and grant agreements in support of Alliance analytical and modeling efforts. Bachelorโs degree required.
