The Senior Capacity Development Manager is Key Personnel on the anticipated USAID-funded Inclusive Development and Equitable Assistance (IDEA) activity. This 5-year Leader With Associates (LWA) award will respond to the needs and priorities of marginalized and underrepresented groups and/or people in vulnerable situations (MUGVPs) and communities of all diverse identities and experiences and build the capacity of organizations that serve MUGVPs to help them meet their goals. IDEA aims to: 1) respond to the needs and priorities of MUGVPs and communities of all diverse identities and experiences and 2) increase the knowledge and skills of civil society and other organizations that advance Inclusive Development so that these organizations are better positioned to meet their own priorities and contribute towards more equitable development outcomes overall.

The Senior Capacity Development Manager will provide technical direction and oversight to the capacity development component of IDEA. This will include spearheading the development of the organizational capacity strategy and developing an overarching strategy for capacity building efforts in partnership with organizations.

Location: Washington, DC or another state in which CARE operates. US work authorization is required for all US locations.

Primary Responsibilities:

Provide technical direction and oversight to the capacity development component by building the capacity of partner organizations, enhancing local leadership, capacity, and accountability. Facilitate development, management, and implementation of skills training opportunities to provide capacity strengthening assistance using a partnership model. Oversee design and implementation of organizational capacity and needs assessments for MUGVPs-serving organizations and other capacity development service providers. Spearhead development of the organizational capacity strategy and develop an overarching strategy for capacity building efforts in partnership with organizations that will sustainably build the capacity and strengthen the nontraditional partners. Develop strategy for local organizationโ€™s capacity strengthening, which will be guided by localization and inclusivity principles and practices. Assess the supply of and demand for capacity development services. Design methods of facilitating access among local organizations to capacity building service providers. Together with partner organizations, designing training and other capacity building initiatives. Contribute to written performance reports for USAID and other program deliverables.

Qualifications:

Masterโ€™s degree or equivalent combination of education and work experience in a relevant area. Eight (8) years of relevant experience in organizational capacity building, civil society, community development or other related experiences. Demonstrated experience in international development, inclusive development, or related fields. Demonstrated experience working with marginalized groups including children in adversity, people with disabilities, indigenous peoples, LGBTQI+ populations, youth, and people with mental illness. Substantial experience designing and delivering institutional capacity building in low- or middle-income countries including development of training design, curricula, and related materials. Familiarity with key USAID policies including the Youth in Development Policy, LGBT Vision for Action, Disability Policy Paper, Collaborating, Learning and Adapting framework, gender equality policies and guidelines, and other relevant guidance documents.
