The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Position Overview
CHAI is seeking an experienced, talented, highly motivated, creative, and flexible Senior Associate, GIS - Vaccines to support the Lesotho Expanded Program on Immunization (EPI) as it seeks to reach ambitious targets in improving its digital microplanning process to strengthening the delivery of immunization services, including identifying and reaching zero-dose children and missed communities. The Senior Associate will work side by side with EPI counterparts and be responsible for production of high-quality deliverables tailored to the audience and designed for impact. The candidate for Senior Associate must be able to reconcile old and new measurements to update Geographic Information System (GIS) maps, support project planning activities, and write in English to a high standard. The candidate must have excellent communications skills and cultural sensitivity as they will be working closely with EPI partners. The candidate must be able to manage multiple tasks and drive work plans forward and must exhibit a passion for results and commitment to excellence. This position will be based in Maseru, with frequent travel to districts within Lesotho.

Responsibilities

The Senior Associate, GIS โ€“ Vaccines, will work independently to support the EPI programme in several high impact activities. Specifically, the Senior Associate will be responsible for the following activities:
โ€ข Work with the MoH Health Planning and Statistics to design work plan to reconcile old and new data to update GIS maps for all health facilities.
โ€ข Design of a georeferenced database able to contain essential information at village level.
โ€ข Development of an easy-to-use data collection application that permits to capture data in the field (with no internet connection)
โ€ข Provide training to all relevant national and district level staff on geospatial data collection.
โ€ข Provide technical assistance and support to the field teams during data collection, and data entry.
โ€ข Ensure all data generated by the field teams is efficiently sent back to the central team (after providing a reasonable level of quality checking)
โ€ข Perform data quality checks and produce set of GIS displays and interactive maps that will enable different users access to layers of information and produce tailored reports.
โ€ข Build capacity of MoH on GIS mapping and maintaining the georeferenced database
โ€ข Develop standard operating procedures (SOPs), GIS manual, and training materials for updating of relevant data for updating of the GIS maps.
โ€ข Promote a culture of high performance and accountability for outcomes under the guidance and leadership of Senior Program Manager, Women and Childrenโ€™s Health
โ€ข Other responsibilities as requested by supervisor

Qualifications

โ€ข Post graduate university degree in Computer Science, Geoscience, Surveying, Engineering, or related field.
โ€ข 5+ years of professional experience in GIS mapping: experience working with GIS for health is an advantage.
โ€ข Proficiency with GIS programming languages such as Python, R or C++
โ€ข Proficiency with database programming languages such as SQL
โ€ข Proficiency with front-end design languages such as HTML, CSS, JavaScript, and various mapping languages
โ€ข Experience with mapping tools such as QGIS, ArcGIS, and Carto, and GPS measuring tools
โ€ข Network analysis experience is strongly recommended.
โ€ข Proven ability to operate independently, multitasking, setting and achieving ambitious targets with limited guidance, and able to demonstrate creative thinking, and analytical skills.
โ€ข Excellent organizational and planning skills
โ€ข Exceptional communication skills, including excellent spoken and written English, and strength in building relationships in an African setting.
โ€ข Knowledge and/or experience of the health sector in Lesotho and/or of vaccines programming would be a distinct advantage.
โ€ข Willing to travel within Lesotho up to 25% of time.
