Org. Setting and ReportingThis position is located in the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO) with duty station, Kinshasa. The incumbent reports to the Director SSR section. ResponsibilitiesThe focus of this position is to support the Director SSR, and his deputy on all aspects of Security Sector Reform (SSR) activities related to mandate implementation. Within delegated authority, the SSR Officer will be responsible for the following duties: Under the overall guidance of the Security Sector Reform Division Chief and the direct supervision of the Deputy Chief, the Security Sector Reform Officer will be responsible for, but not limited to, the following duties: โ€ข Undertake all activities related to responsibilities and professionalization of security institutions notably, national police and army within the regions, including capacity building training within the Security Sector (SSR) mandate. โ€ข Assist in providing technical assistance to national stakeholders in the development of SSR capacity to foster greater understanding of the SSR process. โ€ข Participate in the DDR Division coordination efforts with other mission components (e.g., political, military, civilian; communications/public affairs; legal; policy/planning; mission analysis, etc.) and UN entities for greater harmonization in the UN approach. โ€ข Support the delivery of coherent โ€˜one-UNโ€™ support of national SSR efforts, together with all relevant Mission/UNCT interlocutors, including coordination of Mission-UNCT assistance and through effective integration of all SSR programmes/projects and related activities undertaken by Mission components. โ€ข Ensure proper reporting of various SSR events events/activities. โ€ข Participate in the edition of the SSR Division quarterly magazine. โ€ข Assist national authorities in monitoring and analyzing strategic developments and reviews trends in the security sector at the regional and national levels. โ€ข Supports the development of mission strategy, policy, and proposals with respect to support of national SSR efforts. โ€ข Participate in needs assessment and other missions, where necessary, to evaluate and elaborate technical assistance proposals, including issues of strategic interest related to security sector. Support local initiatives that bring together members of civil society, the security, defense and criminal justice local components, and local authorities, for open exchanges of views on SSR challenges and opportunities. โ€ข Provide substantive support to the organization of meetings, seminars, and other events on substantive issues including proposing agenda topics, identifying participants, preparing documents and presentations; delivers presentations on assigned topics and activities, and ensures requisite follow-up. โ€ข Participate in missions, including the provision of guidance to counterparts, government officials and other parties, including drafting mission summaries. โ€ข Undertake researches, analyzes, and presents background papers and briefing notes on internal security issues in the regions. Prepares substantive inputs to SSR papers and reports for presentation to the relevant bodies. โ€ข Attend policy-making and technical meetings to monitor and analyze events and discussions and report back. โ€ข Provide substantive support to the organization of meetings, seminars, and other events on substantive issues including proposing agenda topics, identifying participants, preparing documents and presentations. โ€ข Respond to requests from other MONUSCO components and UNCT. โ€ข Perform other duties as may be required by the Division Chief. CompetenciesProfessionalism: Knowledge of security or defence sector reform (concepts, terminology, research and policy literature), in particular in the area(s) of specialization (e.g. governance, oversight and accountability of the security sector, institutional development, sustainable development or other relevant area) and ability to apply technical expertise to identify, assess and resolve a range of difficult issues/problems. Ability to conduct research and data collection using various methods, including ability to evaluate and integrate information from a variety of sources and assess impact on the SSR activities in assigned country and area. Ability to work with a wide range of technical experts including police, military, public administrative and judicial actors and to support inter-disciplinary/interdepartmental teams and task forces and manage multiple tasks simultaneously. EducationAdvanced university degree (Master's degree or equivalent degree) in political science, social sciences, defense-security, management, international economics, international relations, law, development or a related field. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationNot available. Work ExperienceA minimum of five (5) years of progressively responsible experience in Security Sector Reform (SSR) or a related area is required. Experience working in a conflict or post-conflict setting is required. Experience in drafting high quality, analytical reports is required. Experience in SSR in advising and guiding defense or security forces is desirable. Experience in policy coordination or project management is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in French is required. Working knowledge of English is desirable.
