Result of Service

Under the guidance of the concerned Sanctions Committee(s), the Expert will research, analyze and present information in the framework of the mandate(s) contained in the relevant United Nations Security Council resolutions.

The duration of this position may vary, depending on the decisions of the United Nations Security Council. The position is subject to the renewal of related mandate(s) and availability of funds.

Duties and Responsibilities

Within delegated authority and in accordance with the respective Security Council mandates, Experts will be responsible for (but not limited to) the following duties:

Substantive

โ€ข Contribute to the monitoring of sanctions measures and research on/analysis of alleged sanctions violations or non-compliance as mandated by the relevant Security Council resolutions in his/her area of expertise;
โ€ข Contribute to reporting on any violations of the sanctions regime or non-compliance through updates and reports to the Committee and the Security Council required under relevant Security Council resolutions, as well as any periodic briefing/reporting as requested by the Committee;
โ€ข Contribute to the preparation of recommendations for improved implementation of relevant Security Council resolutions related to sanctions, based on the Panelโ€™s or Monitoring Teamโ€™s analysis, country visits and outreach activities;
โ€ข Contribute to the compilation of information in his/her area of expertise relevant to the potential designation of individuals and entities who may be engaging in actions violating measures and sanctions imposed by the Security Council, where applicable;
โ€ข Cooperate closely with regional/ international organizations and the United Nations system;
โ€ข Monitor media, including social media, on issues and cases relevant to the mandate of the Panel or Monitoring Team;
โ€ข Prepare and deliver briefings and presentations on sanctions regimes and the Panelโ€™s or Monitoring Teamโ€™s activities;
โ€ข Assist States and regional/international organizations in identifying areas where their capacities can be strengthened to enhance the implementation of the sanctions regime;
โ€ข Contribute to reports that adhere to a high standard of evidence and rigorous methodology;
โ€ข Provide due process to Member States, entities and individuals to respond to allegations and findings; and
โ€ข Take on any other duties as mandated by the Security Council and/or directed by the concerned Committees.

Organizational

โ€ข Contribute to the preparation of a programme of work of the Panel or Monitoring Team, including a travel schedule, at the outset of the mandate, which will be updated regularly;
โ€ข Participate in missions and bilateral consultations to gather information from government authorities, private individuals and entities, civil society, regional and sub-regional organizations and United Nations field presences;
โ€ข Draft and follow up on correspondence in his/her areas of responsibility;
โ€ข Collate and assess the information obtained, including by sharing written notes and briefs with other Panel or Monitoring Team members;
โ€ข Classify, categorize and archive the materials obtained in the course of the Panelโ€™s or Monitoring Teamโ€™s missions and activities; and
โ€ข Submit to the UN Secretariat an End of Assignment Report at the end of his/her mandate.

Administrative

โ€ข Abide by the rules and regulations of the United Nations, as guided by the Secretary of the Committee and the Chief of the Subsidiary Organs Branch and the Director of the Security Council Affairs Division, among others.
โ€ข Abide by the applicable policies, guidelines and procedures on safety and security within the UNโ€™s Security Management System (UNSMS).
โ€ข Pursuant to General Assembly resolution A/RES/67/254 (section VI, paragraph 8) on advance booking of air travel, to plan official air travel to meet the United Nations target rate of 70 per cent compliance.

Qualifications/special skills

Academic Qualifications: An advanced university degree (Masterโ€™s degree or equivalent) in military science, political science, international relations, law, finance, economics, journalism or other relevant area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: โ€ข A minimum of ten years (including a minimum of three years of field experience) of progressively responsible experience in the relevant area is required.
โ€ข Field experience in post-conflict or other transitional situations is required.
โ€ข Field research or investigative experience in the area of expertise is required.
โ€ข Experience in writing high-quality reports is required.
โ€ข Proven interpersonal skills in complex, political and structured working environments is required.
โ€ข A demonstrated understanding of sanctions regimes in a United Nations, regional organization or Member State setting is highly desirable.
โ€ข Experience in working under the rules and regulations of the organization and the working culture and methods of the United Nations Secretariat is highly desirable.
Language: Fluency in English is required. Fluency in French may be required. Knowledge of other United Nations official languages, other relevant languages and local dialects may be desirable.
