The purpose of Risk and Compliance Technical Officer is to serve Norwegian Refugee Council (NRC) Internal Risk and Compliance unit and work closely with the Head of Support Somalia to perform advanced level professional internal compliance/auditing duties. Work involves representing the Risk and Compliance Unit in managing a comprehensive compliance/audit programme and support including financial and compliance audit projects, providing consulting services NRCโs management and staff and providing advice to development of internal controls.ย

Specific responsibilitiesย
ย
Assist Head of Support Somalia in carrying out risk assessment exercises at the Country Office and Area Offices.
Carry out ad-hoc system compliance of relevant NRC finance, Logistics, Admin and HR teams in all offices in support of Head of Support
Design and deliver the training action plans informed by audit reports and financial reviews for NRC and partners.
Review all monthly financial vouchers and provide a report for completeness and compliance with the NRC Somalia policies, plan and procedures.ย
Assist management in updating the operations manual to ensure adequate internal controls and internal checks
Identify any areas of risk exposure to the mission, discuss with Head of Support and Country Director and address the risks identified
Act as the focal point for external audits, provide necessary documents required and responding to management letters
Make sure that donor funding is utilized in accordance with the relevant financing agreements through program operationsโ compliance checks.
Communicate the results of compliance checks via written reports and oral presentation to Management Team
Travel to NRC Somalia Area and Field Offices on quarterly basis (and as required /requested) to monitor and evaluate the daily tasks ofProgram, Finance, HR/Administration, and Logistics ensuring compliance with NRC policies and procedures.ย Terms of Reference need to be prepared and shared with relevant managers before the visits.ย
Share field mission report and recommendations for improvements to relevant Head of Departments, Area Managers and Head of Support. Check logs procedures regularly and implement spot check as well.
Assist Head of Support in providing anti-corruption, transparency and cost efficiency awareness and focus on all processes.
Provide support to Anti-Corruption and Investigation team in conducting investigations whenever required.
Serve as appointed investigator in SEA cases (Sexual exploitation and Abuse).
We are particularly looking for University degree in accounting and finance, Business Administration or relevant field (MBA or professional certification preferred)with at least minimum of 3 years of financial and grants management experience in an INGO or UN in Somalia programming. Considerable knowledge of policies, procedures, regulations and laws.

Excellent working knowledge of Excel and standard accounting packages
Practical experience hosting and working with external auditors
Good ability to plan for different sets of scenarios in relation to external and internal audits
Solid experience of work with Windows-based computer software and modern accounting systems
Excellent project management, accounting and expenditure verification skills
Knowledge of the Somalia country context
Keen sense of compliance with policy and procedures
Knowledge of the humanitarian sector and audit background an advantage
Ability to work independently with strong team player skills
