Terms of Referenceโ€ข Advanced University Degree.
โ€ข Demonstrable experience in developing external relations and/or communications strategies and leading teams.
โ€ข Advanced familiarity with UNHCR structures engaged in resource mobilization and external relations at global, regional bureau, and MCO level.
โ€ข Experience in external relations at UNHCR at senior level.
โ€ข Experience working in communications/external relations in Australia or New Zealand.
โ€ข Drafting skills.
โ€ข Familiarity with the refugee advocacy landscape in Australia and New Zealand, and key actors in the refugee sector.
โ€ข Understanding of the work of MCO Australia, its protection and advocacy priorities, and the intersection between protection and external relations.

The consultant will be expected to:
- On the basis of internal consultations with staff of MCO Australia (protection staff, Deputy Representative and Representative, and former MCO personnel as needed) establish clarity around core goals for the MCOโ€™s external relations work, and initial prioritization of these. And from this develop an initial draft strategy (short).
- Seek views/inputs from DER entities (DRRM, Partnerships, PSP and GCS) and from RBAP External Relations on the question of a common (i.e. integrated) approach and strategy โ€“ i.e. interest in such an approach / how best to align these efforts / what support might be available / what are key areas of common interest / key planning windows etc.
- Seek views/inputs from A4U/NZ4U on scope for alignment of resource mobilization planning/goals โ€“ mapping of relative strengths and areas where we can help each other.
- Seek views/inputs from key external actors โ€“ what would help them (more regular consultations by UNHCR? scope for joint advocacy? awareness of the MCOโ€™s priorities etc). Ideally, this would include speaking to DFAT/MFAT, A4U/NZ4U, plus key refugee advocates and others in Australia and New Zealand (i.e. Refugee Sector, Human Rights Sector, Legal Sector, Academic sector, parliamentarians) plus seeking views from refugee led organizations and members of refugee advisory boards/panels.
- Provide a summarized readout of inputs.
- At the conclusion of the project, and on the basis of findings, present to a written strategy to the MCO, and accompanying discussion in a team meeting with the Office Senior Management Team.
