The Program
Mercy Corps is a non-profit, non-governmental international humanitarian and development organization, registered in the United States and United Kingdom with offices in more than 40 countries around the world, including the West Bank and Gaza, where the organization has been active in implementing relief and development programs for over a decade. Mercy Corps Palestineโ has staff based in East Jerusalem, Ramallah and Gaza City offices that implement programs throughout the Palestinian territories. The Program Performance and Quality (PAQ) Unit works to support effective, efficient, and equitable program performance through a culture of quality management, to achieve results for the program participants.
The Position
As part of the PAQ Unit, the Reporting & Proposal Development (RPD) Officer will support Mercy Corps Palestine programs in developing proposals, communications and reporting deliverables across the teamโs portfolio of grants, working closely with the technical team and under the supervision of the Deputy Country Director.
Essential Responsibilities
PROGRAM REPORTING
- Support reporting workflows and processes in coordination with each program team as well as with the Mercy Corps Europe (MCE) & Mercy Corps Global (MCG) HQ regional program team (the Desk).
- Provide gap filling for in-country grants roles/teams as needed.
- Create background documentation including the Programsโ quarterly reports, work plans, Performance Management Plan (PMP), related qualitative data, lessons learned, challenges, and observations.
- Participate in technical discussions to develop a clear understanding of the programsโ mandate and implementation approach.
- Lead the drafting of the bi-weekly, monthly, quarterly, and annual reports, documents, and updates on the programsโ activities, challenges, and results.
- Support the team in developing a rich content library including, but not limited to, factsheets, videos, most significant change stories, statistics, infographics, images, and other materials for use both online and offline.
- Provide additional support in developing ad-hoc reports as required.
- Support the team in managing the sub-award reporting requirements for partners and ensure full compliance with sub-award /grant reporting requirements.
- Collaborate with the Monitoring, Evaluation and Learning (MEL) team to ensure reporting is in line with PMP.
- Ensure full compliance with donor regulations and guidelines.
PROPSOSAL DEVELOPMENT
- Support the team in proposal development processes, including drafting high quality concept notes and proposals that reflect Mercy Corps strategic programming goals.
- Develop, manage, and share the proposal development calendar in-country and with Desks and other HQ colleagues, ensuring funding proposals are submitted in a timely manner.
- As needed, review final proposal drafts for coherence and alignment with donor requirements in coordination with the Desks.
LEARNING & INITIATIVES
- Provide capacity strengthening and mentorship to other Grants team members across the programs.
- As needed, collaborate with the Deputy Regional Director, Senior Program Officers from the Desk, and the and Regional Proposal Development Specialist on any related initiatives leveraging evidence from the programs implemented in Palestine.

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. Minimum Qualifications & Transferable Skills
- University degree in social sciences, economic development, information management, or any other related field.
- 2+ years of work experience in a relevant field
- Experience in information management and administration preferred.
- Excellent writing skills in English.
- Proven knowledge and experience in USAID, Sida, FCDO and other institutional donors reporting requirements.
- Proficiency in MS Office and SharePoint.

Living Conditions / Environmental Conditions
The position is based in Ramallah, Palestine and it requires up to 30% travel to the program sites and to Mercy Corps country office locations, including areas with potential security risks such as Gaza. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
