JOB CONTEXT :
In line with HI Iraq’s Operational Strategy for the period 2017-2020, the global objective of HI programming in Iraq is to Enhance the protection and resilience of conflict-affected communities in Iraq; an objective achieved through an operational framework of three central pillars:
Arms Risk Reduction: Reduce the impact of the Conventional Weapon (CW) and Improvised Explosive Devices (IED) for conflict-affected populations through Risk Education and land release
Health: Improve access to specific services for the most vulnerable people whose physical and functional and/or psychological integrity is compromised, through the provision of physical rehabilitation and Mental Health/Psychosocial Support (MHPSS) services
Access to Essential Services: Ensure equal access to essential services, protection and basic needs for all conflict-affected populations, including persons with disabilities
These pillars are complemented by three cross-cutting themes: a comprehensive approach to mine action, inclusion mainstreaming, and protection mainstreaming.
Under the responsibility of the Technical Unit Manager [IRAQ], the Field Technical coordinator for Rehabilitation contributes within the country where he/she is based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in Iraq, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.
-You contribute to the program strategy design in line with the global strategies, HI policy paper on rehabilitation and technical divisions’ strategies (STRATECH)
-You ensure technical support to projects, according to global technical frameworks & standards, and HI policy paper on rehabilitation.
-You harmonize technical practices within the country, build the capacity and skills of national technical colleagues and foster support between projects and professionals.
-You ensure technical learning from the projects, and design stage of new projects development
-You ensure the control & monitoring of the technical quality and the relevance of HI’s activities in the programme under your scope
-You ensure compliance of the technical proposition with nexus stakes
-You contribute to the development of research and innovation projects in the country
-You contribute to the Technical Divisions professional channel animation
-You support HI to position itself as a primary rehabilitation actor in Iraq, and the operations team to develop a strategic partnership with Ministry of Health and rehabilitation higher committee, and other INGO rehabilitation actors in Iraq
-You represent the technical expertise of HI throughout the local relevant networks and government entities
-You contribute to advocacy on specific themes in line with the global advocacy priorities
Business Development :
-You guide the Iraq programme towards more strategic and efficient technical programming according to the latest international practices and directions and opportunities in the area of Rehabilitation
-You contribute to the context analysis in your sectorial scope, the design and writing of new projects
-You identify and develop local partnership and/or consortium with NGOs, Institutions, and companies on technical priorities or important topics in the country under your sectorial scope
YOUR PROFILE :
You hold a degree and professional qualification in Physiotherapy or Occupational Therapy
You have at least 5 years of professional experience, including work in low-to-middle-income countries
you have prior experience with an international NGO in development cooperation (stable and/or chronic crisis contexts)
You have experience promoting participation and cooperation in the activities in your sector of expertise and in multi-disciplinary/sector-based work
You know how to adapt communication to and messages to an intercultural environment and remotely
You know how to adapt your leadership by establishing clear frameworks with rules and limits as well as specific and measurable objectives
You are audacious with a good reaction capacity
You have empathy and respect for opinions
You have a strong resilience to stress and uncertainty
CHARACTERISTICS OF THE POSITION :
Position based in Erbil, where there is an active social life and most facilities are available. The position will require frequent travel to the areas of intervention, where HI teams are working in community resources centres, IDP camps, health facilities and the communities in areas of Iraqi Kurdistan, Kirkuk, Nineveh, Diyala and Anbar and Baghdad if visas are issued. The security context remains fluid and movement restrictions can be introduced on an ad hoc basis.

Salary from 2757 € gross/month regarding the experience of the candidate
Perdiem : 522,4€ net/month
Hardship allowance : 250€ net/month

R&R : Level 2 : 5 days every 3 months
