The International Water Management Institute (IWMI), a CGIAR Research Center is looking for a competent, self-motivated, and dynamic candidate to join as the Regional Researcher -Applied Agronomic Expert.
The Regional Researcher -Applied Agronomic Expert is responsible for performing critical analysis of national and provincial water (and rangeland) related policies tasks in the EU Funded Technical Assistance for the Revival of Balochistan Water Resources Programme in Pakistan project. The Applied Agronomic Expert will work closely with the Team Leader of Landell Mills and IWMI Country Representative to support to the government of Balochistan in carrying out a participatory process leading to the improvement of the policies and legal framework for water (and rangeland) management at the provincial level and land use in the agricultural and livestock sector.
Duties AND Responsibilities:Technical review and analysis of the policies and legal framework for water (and rangeland) management at the provincial level and land use in the agricultural and livestock sector to develop practical suggestions for further improvement. Critical analysis of national and provincial water (and rangeland) related policies for Balochistan including Analysis of the policy and legal framework for water resources management Provide guidance to the team leader on the existing policy and legal framework for water resources management, particularly as it related to groundwater management. Support to the government of Balochistan in carrying out a participatory process leading to improvement of the policies and legal framework for water (and rangeland) management at the provincial level and land use in the agricultural and livestock sector including Design of new/updated policy and legislation (policy formulation); and Support to encouraging adoption of new/updated policy and legislation; and Supporting capacity for policy / legislative implementation and evaluation Support in reviewing the capacities of educational and research institutions in Balochistan to provide suitable agro-technology training and education, including conducting applied research on agroecological livestock and agriculture production Capacity assessment of educational and research institutions in Balochistan in the field of water management, livestock, agriculture and forestry including Assessment of the research governance structure Stakeholder workshop and preparation of report Capacity assessment of research institutions Stakeholder workshop and preparation of report Capacity assessment of educational institutions, in particular, the curricula Supporting the field studies in agro-ecological livestock and agriculture production completed to design alternative farming systems proposals adapted to the different ecosystems and socioeconomic situations in Balochistan Organize focused training workshops in sustainable groundwater management for planners, engineers, extension workers, young professional groups and community leaders. Facilitate peer\u2010to\u2010peer learning opportunities, national and regional knowledge sharing, and co\u2010learning through community schooling and open forum meetings with the farmers. Conduct provincial policy roundtables to influence climate adaptation/mitigation developments, and government policies in agricultural research.
MINIMUM EDUCATIONAL QUALIFICATIONS AND EXPERIENCE:A PhD in groundwater markets or a closely related discipline. Minimum of 10 years and relevant experience including working on research and development projects in groundwater and economics funded by multiple donors and involving multiple stakeholders. A strong record of peer reviewed publications on relevant subjects with an emphasis on groundwater markets, agriculture research, and water policy in the context of Balochistan. Strong connections with various academic and research institutes working within Balochistan Experience in working in interdisciplinary and multicultural teams. Experience in managing capacity building and training programs for diverse participants. Experience working with an international organization abroad. In-depth knowledge and expertise developing agriculture water management approaches at field scale, technical approaches, supporting water institutions, policy development, etc. Knowledge and experience of water governance challenges in Balochistan preferred and strong understanding of the current political, economic, cultural and historical context of Pakistan. Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members. High level of proficiency in Windows, Microsoft Office and specialist software for qualitative and quantitative data analysis. Excellent interpersonal skills to work with co-workers, clients, stakeholders, and partners. A team player \u2013 willing to take on different roles within the team, hands-on attitude willing and able to undertake work themselves. Persuasive written and oral communication skills in English, including report development, writing and editing, as well as strong presentation skills when addressing diverse audiences. Effective listening skills, excellent verbal, and written communications skills in English. Good command in Urdu Good understanding of Balochi and Pashtun language
