The International Water Management Institute (IWMI) is an international, non-profit, research-for-development organization that works with governments, civil society, and private sector partners to address water-related challenges in developing countries and scale up sustainable solutions. IWMI is headquartered in Colombo, Sri Lanka, and is a CGIAR research center with offices in 15 countries and a global network of researchers operating in approximately 56 countries.

IWMI is implementing the Al-Murunah project, funded by the Foreign, Commonwealth & Development Office (FCDO), which focuses on enhancing climate resilience through improved water security across the MENA region. One of the pilot activities under this programme is the Faria\u2019a Spring Rehabilitation, implemented by the Palestinian Hydrology Group (PHG). The rehabilitation work includes a broad spectrum of civil, hydrological, mechanical, electrical, and landscaping activities designed to restore the spring, improve water conveyance, rehabilitate irrigation canals, enhance safety, and create community-friendly spaces. Key activities include:

  • Natural spring rehabilitation and channel protection
  • Construction of stone retaining walls and channel stone linings
  • Site leveling, grading, and environmental protection
  • Construction of concrete structures, including the storage tank, foundations, and slabs
  • Installation of water distribution systems, irrigation pipelines, and pumping units
  • Electrical installations (lighting poles, MDB, solar lighting units)
  • Installation of a biogas digester system, toilets, service room, and landscaping
  • Rehabilitation of agricultural irrigation canals (cleaning, repairs, plastering)

    Given the importance of the Wadi Fari\u2019a pilot as a demonstration of nature-based and community-centered water management, IWMI requires an independent engineering review to verify whether the works have been completed according to the tender requirements and to identify any deficiencies, deviations, or risks that may affect the functionality, structural integrity, long-term sustainability, or safety of the interventions.

    DUTIES & RESPONSIBILITIES:

    The consultant shall undertake a comprehensive technical review of all activities specified below:

  • Civil, structural, and stone works

Requirements

The assignment can be undertaken by a qualified individual consultant or an engineering firm. The lead engineer should have extensive experience in civil, hydraulic, irrigation, mechanical, and electrical engineering works similar to those described in the Terms of Reference. Familiarity with spring rehabilitation, nature-based water solutions, and Palestinian technical standards is preferred.
