What We Are Looking For
We are seeking a highly qualified, resilient and dynamic protection professional to provide support toย our teams working to respond to the Ukraine crisis. Based in the Central and Eastern Europe Regional Office, the Regional Protection from Violence Advisor will have overall responsibility for the implementation of the Protection from Violence core competency (CC), policy, guidelines and technical developments in the region.
You will lead strategic thinking on Protection from Violence, with a particular focus on ensuring that our in-country programming is considerate of the diverse protection needs that are a consequence of the Ukraine conflict. Recognizing that Protection from Violence is comprised of 4 strategic result areas, knowledge of a) site management and urban displacement outside of camps (UDOC), b) community safety and violence prevention, c) individual protection services, and d) thought leadership will be key to your success in this role.
You will be expected to provide technical support and capacity building for colleagues and partners working at country level towards the continued establishment of Protection from Violence activities.. Your thought leadership will be key, both internally in ensuring protection thinking and analysis within regional strategic and programmatic decision-making, and externally representing NRC to influence the humanitarian community to invest in both specialised protection and deliberately contribute to collective protection outcomes

Region: The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Following the escalation of conflict since 24 February 2022, NRC is scaling up its efforts inside Ukraine and in neighbouring countries Poland, Moldova and Romania to provide aid to hundreds of thousands people forced to flee. NRC is responding majority through local partners and to a lesser extent with direct implementation, by applying an integrated approach combining our sectoral areas of expertise such as legal aid (ICLA), protection from violence, shelter, education and livelihoods and food security. NRC is currently operational in Ukraine, Poland, Romania and Moldova. To support the regional response in the best way, NRC has established the Central and Eastern Europe Regional Office (CEERO), based in Warsaw, Poland. This ensures a centralised structure in proximity to the crisis and provides coordinated support, management, advice and oversight to the country operations.

Minimum 6 yearsโ experience relevant professional experience as a Specialist/Adviser/Manager within the humanitarian protection field, including experience of working in both direct implementation and advisory rolesUniversity degree in a relevant Social Science studyExperience in Humanitarian Protection, including protection of civilians, protection case management and protection cluster coordination; demonstrated experience applying a risk-based approach within cash-for-protection modality will a strong assetExpertise in site management, UDOC and community engagement.ย Experience in protection monitoring and analysisย Experience in drafting and encouraging implementation of policy/strategic guidance, and developing practical tools and resourcesUnderstanding of and commitment to organisational learning, and the role and contribution of M&E to quality management and developmentUnderstanding of and commitment to integrated programming approachesUnderstanding of, and commitment to working collaboratively with technical and operational colleagues within a matrix structure, including experience in capacity buildingFluency in English, both written and verbal. Fluency in one or more languages spoken in the region would also be an advantageExperience from working in complex and volatile contextsExperience supporting access and/or community led negotiations would be an asset.ย ยWhat We Offer
