Regional Officer, Air Traffic Management, EUR/NAT

The Organizational Setting 

The European and North Atlantic (EUR/NAT) Regional Office in Paris, France, is primarily responsible for maintaining continuous liaison with the States to which it is accredited (56 Contracting States) and with appropriate international organizations, regional civil aviation bodies, and UN Agencies and programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies, and decisions. The Regional Office also provides Member States with technical guidance and assistance for the effective implementation of ICAO Standards and Recommended Practices (SARPs), Procedures for Air Navigation Services (PANS), Regional Supplementary Procedures (SUPPs) and Air Navigation Plan (ANP).

The incumbent reports directly to the Deputy Regional Director (Technical Team Leader), with whom s/he consults on complex technical issues. S/he will work on air traffic management and crisis management matters, including technical assistance, concerning the European and North Atlantic Regions. Specific direction and supervision are ensured by the Technical Team Leader. The approach in his/her work is normally developed jointly between the incumbent, the other experts in the Team, and the supervisor. 

Major Duties and Responsibilities Function 1 (incl. Expected results) 

Cooperates closely as a team member of the Regional Office for air traffic management (ATM) related matters, in order to promote the implementation of ICAO SARPs, PANS, SUPPS and ANP,  the ICAO Global Aviation Safety Plan (GASP), Global Air Navigation Plan (GANP), in accordance with established plans and policies, achieving results such as:

Participates in the implementation of the ICAO implementation support programme and other technical assistance projects, achieving results such as:

Provides support, as part of the EUR/NAT technical team, to the Regional Director and the Deputy Regional Director (Technical Team Leader), on crisis response activities, achieving results such as: 

Supports activities related to the Universal Safety Oversight Audit Programme (USOAP), achieving results such as:

Provides feedback, as part of the technical team of EUR/NAT, on States’ challenges and priorities with respect to the global air navigation and safety work programme including the development of SARPs, achieving results such as:

Knowledge of the ICAO work towards Global ATM Operational Concept (GATMOC), the GASP/GANP and their relationship to regional implementation activities. Advanced knowledge of civil aviation issues and familiarity with the work of other related international organizations. Advanced knowledge of tools used for project management and monitoring of safety-related activities. Advanced understanding of the ICAO safety management system (SMS) and state safety programmes. Essential

An advanced-level university degree (Master’s degree or academic equivalent) in an aviation-related field, is required. A first-level university degree in combination with two additional years of qualifying experience in an aviation-related field, may be accepted in lieu of the advanced university degree. A technical qualification in the field of ATM, such as an Air Traffic Control License, may be accepted in lieu of a first level university degree.

It should be noted that this post is to be filled on a fixed-term basis for an initial period of 3 years (first year is probationary for an external candidate). 

ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization, in accordance with the provisions of the ICAO service code (Staff Regulations).

ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. In this connection, ICAO has incorporated the 2013 Standards of Conduct for the International Civil Service into the ICAO Personnel Instructions.

The statutory retirement age for staff entering or re-entering service after 1 January 2014 is 65. For external applicants, only those who are expected to complete a term of appointment will normally be considered.
