The Organizational Settingย
The European and North Atlantic (EUR/NAT) Regional Office in Paris, France, is primarily responsible for maintaining continuous liaison with the States to which it is accredited (56 Contracting States) and with appropriate international organizations, regional civil aviation bodies, and UN Agencies and programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies, and decisions. The Regional Office also provides Member States with technical guidance and assistance for the effective implementation of ICAO Standards and Recommended Practices (SARPs),ย Procedures for Air Navigation Services (PANS), Regional Supplementary Procedures (SUPPs) and Air Navigation Plan (ANP).
The incumbent reports directly to the Deputy Regional Director (Technical Team Leader), with whom s/he consults on complex technical issues. S/he will work on air traffic management and crisis management matters, including technical assistance, concerning the European and North Atlantic Regions. Specific direction and supervision are ensured by the Technical Team Leader. The approach in his/her work is normally developed jointly between the incumbent, the other experts in the Team, and the supervisor.ย
Major Duties and Responsibilities Function 1 (incl. Expected results)ย
Cooperates closely as a team member of the Regional Office for air traffic management (ATM) related matters, in order to promote the implementation of ICAO SARPs, PANS, SUPPS and ANP, ย the ICAO Global Aviation Safety Plan (GASP), Global Air Navigation Plan (GANP), in accordance with established plans and policies, achieving results such as:
Provide support to the EUR/NAT DGCA, European Aviation System ย Planning Group (EASPG) and the North Atlantic Systems Planning Group (NAT SPG) and other meetings, as required, on ATM-related matters. Act as Secretary to meetings in fields of assigned responsibility and assist, as required, at other meetings. Prepare working and information papers and other meeting documentation required for the conduct of the assigned groupsโ meetings. Prepare meeting reports and ensure continuous implementation of their work programme. Ensure appropriate coordination with States and respective ICAO Bureaux on ATM-related matters. Organize, conduct, and/or participate in seminars, workshops, meetings, and training to assist States in rectifying safety deficiencies and enhancing ATM service and oversight systems. Function 2 (incl. Expected results)Participates in the implementation of the ICAO implementation support programme and other technical assistance projects, achieving results such as:
Ensure appropriate coordination with States and respective ICAO Bureaux regarding implementation support programmes/projects. Provide assistance and guidance to States to support the resolution of air navigation deficiencies and enhance the safety oversight. Assess Statesโ needs for the effective implementation of ICAO ATM-related provisions. Support to, and implementation monitoring of, relevant ICAO implementation support projects and training development that aim to improve Statesโ effective implementation of related ICAO provisions. Deliver effective implementation support to States concerned, as required, in coordination with the respective Bureaux, international and regional organisations, States, and other stakeholders, aligned with Regional and Global Plans and Strategies. Function 3 (incl. Expected results)Provides support, as part of the EUR/NAT technical team, to the Regional Director and the Deputy Regional Directorย (Technical Team Leader),ย on crisis response activities, achieving results such as:ย
Collect regional information concerning potential threats to the safety and continuity of international civil aviation. Provide support to the Regional Director and the Deputy Regional Director regarding crisis response activities. Provide support to the Regional Director and the Deputy Regional Director regarding coordination within the Secretariat (Regional Offices, Bureaus in HQ), UN System, international organizations, other safety partner organizations, and States for the development of immediate plans of action in order to assist States in need for crisis response.ย Provide support in the development and maintenance of the Regional Office Business Continuity Plan. Function 4 (incl. Expected results)ยSupports activities related to the Universal Safety Oversight Audit Programme (USOAP), achieving results such as:
Perform safety data collection and validation activities and exchanges of information with appropriate counterparts (via the USOAP CMA online framework). Review updates on the progress submitted by States on the level of implementation of the eight critical elements of a safety oversight system, including the assessment of corrective action plans (CAPs) submitted by States and the monitoring of the progress made by States in resolving their ATM related deficiencies. Coordinate with State National Continuous Monitoring Coordinators (NCMC), appropriate staff from ANB, and the Regional Office on USOAP/CMA-related matters in the field of ATM.ย Assist in the maintenance and coordination of the USOAP CMA online framework with the Statesโ National Continuous Monitoring Coordinators (NCMC) and appointed ANB contact person. Function 5 (incl. Expected results)Provides feedback, as part of the technical team of EUR/NAT, on Statesโ challenges and priorities with respect to the global air navigation and safety work programme including the development of SARPs, achieving results such as:ย
Collect regional information concerning issues and challenges faced by States in the implementation of ICAO provisions. Monitor and encourage State responses to ICAO State letters related to ATM matters.ย Provide advice to States on proposed amendments to SARPs during the consultation phase with States.ย Support the Regional Director and the Deputy Regional Director, through the regional mechanisms (PIRGs and RASG), in providing advice to ANB on the regional priorities, and impact assessment of SARPs in development, including information pertinent to advising the ANC on regional and national issues that should be considered regarding the implementation of proposed SARPs. Harmonize regulatory frameworks of various bodies/authorities with a view to achieving the highest possible level of standardization in the implementation of the ICAO SARPs.Function 6 (incl. Essential
An advanced-level university degree (Masterโs degree or academic equivalent) in an aviation-related field, is required. A first-level university degree in combination with two additional years of qualifying experience in an aviation-related field, may be accepted in lieu of the advanced university degree.ย A technical qualification in the field of ATM, such as an Air Traffic Control License, may be accepted in lieu of a first level university degree.
Professional experienceยEssential
At least seven (7) years of experience as a qualified air traffic controller with a minimum area control rating in progressively responsible positions. Substantial experience in the planning, implementation and operation of advanced air traffic management systems and procedures. Experience in participating in and/or providing service to international meetings. Considerable experience in ATM safety oversight, preferably with a State civil aviation authority or a Regional Safety Oversight Organization (RSOO). Hands-on experience with personal computers and contemporary software, including project management skills.Desirable
Certification as a USOAP ANS auditor. Conditions of EmploymentIt should be noted that this post is to be filled on a fixed-term basis for an initial period of 3 years (first year is probationary for an external candidate).ย
ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization, in accordance with the provisions of the ICAO service code (Staff Regulations).
