More About the Role.ย  ย 

The purpose of the Regional Monitoring, Evaluation and Learning Manager (MEL) position is to assume the overall responsibility for the implementation of the Global MEL Framework, policy, guidelines and technical developments in the region. The regional MEL manager should lead the strategic direction and quality assurance of MEL in the region.ย  This includes providing technical support and capacity building for MEL systems across the RO as well as ensuring use of monitoring and evaluation data for regional strategic and programmatic decisionsย 

What you will doย  ย  ย 

1. Develop monitoring and evaluation strategy across the region aligned with global MEL framework, policy, strategy, procedures and priorities (RO MEL strategy and SOP, including MEL in the strategy, resources, staffing, capacity building and data use).ย  2. Responsible for leading and facilitating the roll out and use of global MEL developments across the region and at the CO level (communication, co-ordination, training, technical support and follow up).ย  3. Manage performance and staff development of regional MEL staff (insert when relevant).ย  Technical role in recruitment of most senior MEL staff in COs (managers or coordinators) and MEL deployments in the region. ย  4. Responsible for planning and coordinating processes relating to MEL within the regional office, including evaluation, research and learning planning processes and GORS reporting.ย  5. Ensuring processes and systems for the use of monitoring and evaluation data through routine learning moments are institutionalised across the RO, with systems in place for interpreting and using monitoring and evaluation data.ย  Directly provide analysis on regional level data for the regional programme management team for use in strategic learning moments and regional programme strategy.ย

ย  What you will bringย  ย ย 

Five to seven years of work experience at a senior level in monitoring and evaluation.ย  Advanced degree in economics, research methods, social sciences or a related fieldย ย  Experience of evaluation or research methods - qualitative and quantitative data analysis and toolsย ย  Advanced analytical skills (complex research, systems development and evaluations)ย  Experience from working in complex and volatile contextsย

Duty station: Nairobi, Kenya.ย ย 

Contract: 24 months, renewal subject to funding and performanceย  ย 

Travel:40%ย  ย 

Salary/benefits: Grade 9 on NRCโ€™sย  salary scale, with accompanying terms and conditions.ย  ย
