Backgroundย 

The NRC Central and West Africa Region (CWARO) includes operations in Burkina Faso, Cameroon, the Central African Republic, the Democratic Republic of the Congo, Mali, Niger, and Nigeria. Operations have also recently started in Chad to assist people affected by the conflict in Sudan. All countries are experiencing a deterioration of the security situation, increasing humanitarian needs and displacements due to conflict. Aid workers continue to be affected by security incidents across the region. Shrinking humanitarian space also places aid workers at a greater risk. The expansion of areas controlled by NSAG and challenged application of International Humanitarian Law by state security forces contributes to risks faced by communities as well as NRCโ€™s staff.ย 

Located in Dakar, Senegal, the Central and West Africa Regional Office (CWARO) oversees the country programmes in the region and provides strategic guidance and oversight across core programme, advocacy and support functions.ย 

NRCโ€™s programmes and advocacy support families affected by conflict and displacement in - Education, Livelihoods and Food Security, Information, Counselling and Legal Assistance (ICLA), Protection from Violence, Shelter and Settlements, and WASH. The Regional Programme Department, based in Dakar and managed by the Regional Programme Director, is responsible for the strategic development of NRC programming in the region by maximizing the support to and the development of Country Offices (COs) as well as by exploring and creating synergies among COs. The Regional Programme Department is focused on guidance & procedures, evidence and learning, capacity building, programme quality and donor relations.ย ย 

The CWARO is looking for a solid Monitoring, Evaluation and Learning Adviser to support COs and regional team and improve evidence-based decision-making and programme design.ย

What we are looking for ย 

The role of the Monitoring, Evaluation and Learning Adviser is to assume the overall responsibility for the implementation of the Global M&E Framework, policy, guidelines and technical developments in the region. The MEL Adviser should lead the strategic direction and quality assurance of monitoring, evaluation and learning (MEL) in the region.ย  This includes providing technical support and capacity building for M&E systems across the RO as well as ensuring the use of M&E data for regional strategic and programmatic decisions. ย 

What you will do ย 

Development, review, and/or roll out of regional data use systems in collaboration with other departments in the Regional Officeย  Support COs to put in place systems to effectively use programme data in decision-makingย  Be an active member of the regional working group on Complaints and Feedback Mechanisms as necessaryย  Provide technical support on methods, tools and sampling for the regional multi-sectoral needs assessment toolย  Support the regional programme team and regional programme director in leading important learning exercises, including on the Global Programme Results Reviewย  Strategic input to CO MEL strategies, including through carrying out M&E compliance checks in collaboration with the global MEL team and ensuring that these are used to develop CO M&E strategies, priorities and resourcing for MEL.ย  Developing/providing technical support for regional-level MEL activities including regional-level grants/ pilots/ programmes evaluations and research aligned with global, regional and country learning priorities.ย  Roll out NRCโ€™s MEL capacity-building strategy across the region to relevant staff and developing and providing tailored training on MEL when required.ย ย  Contribute to global MEL strategy, policy and development priorities by representing CO M&E priorities in relevant global discussions and capturing and sharing innovation in M&E as well as leading on agreed global developments, with technical supervision from the global teamย

5-7 years of work experience at a senior level in monitoring and evaluation.ย  Advanced degree in economics, research methods, social sciences or a related field ย  Experience of evaluation or research methods - qualitative and quantitative data analysis and tools ย  Advanced analytical skills (complex research, systems development and evaluations)ย  Experience from working in complex and volatile contextsย  Documented/proven results related to the positionโ€™s responsibilitiesย  Knowledge about own leadership skills/profileย ย  Fluency in English and French, both written and verbalย ย
