What we are looking for

The Norwegian Refugee Council (NRC) is looking for an experienced, dynamic, and highly strategical individual to take up the role of Regional Investigations Specialist for Latin Americaย who willย beย responsible to conduct and advise on administrative internal investigations related to allegations of misconduct and other violations of NRCโ€™s rules and regulations in the region in coordination with Global specialistsย and relevant regional and country office staff. The Regional Investigations Specialist shallย secure independence by providing investigations that are ethical and free of conflict of interest and in turn, provide assurance to the affected communities, the organisation, and donors that complaints, allegations, and incidents are investigated and resolved effectively, in a timely manner and without bias or prejudice, as well as ensuring confidentiality in sensitive cases.ย 

The Regional Investigations Specialist will work closely with the Global Risk Management Section,ย the Regional Management Group, NRC Country Directors, Country office Investigation staff and a variety of staff across NRC programmes in the region, have a strong technical line to the Head Office Anti-corruption and Investigation Specialist on technical aspects of investigations, investigation plans and casework, and to the Head of Protection against Sexual Exploitation and Abuse and Safeguarding on all SEA cases and PSEA efforts.

What you will do

Ensure a strategic and compliant approach to investigations procedures in accordance with the NRC investigation routines.ย  Prepare investigation plans in coordination with the HO Anti-Corruption & Investigation Specialist and the Head of PSEA. Conduct fair and transparent internal investigations in accordance with agreed plans and complete investigation reports with clear responsive recommendations.ย  Support, guide and oversee or manage investigations remotely that are being conducted by NRC staff in Country Offices in line with NRC standards. When required, travel to carry out high-quality, internal investigations in country offices in the region or other NRC locations, including documentation analysis, interviews of witnessโ€™s and subjects of concern and other investigative actions. Position may require extensive travel. Conduct training to reinforce investigation capacities in the region and provide guidance to employees as potential whistle-blowers.ย

What you will bring

Minimum 3 years of experience from working as a senior Manager /Adviser in a humanitarian/recovery context.ย  Recognised qualification in investigations, HR, law or other related field, or significant training and experience in the field of investigations Experience from working in complex and volatile contexts.ย  Documented results related to the positionโ€™s responsibilities.ย  Knowledge about own leadership skills/profileย  International experience in, and knowledge about the regional context is highly desirable Fluency in both English and Spanish, both written and verbal. Experience with administrative investigationsย  Management experience in the humanitarian sector. Relevant international work experience, ideally in conflict or post-conflict settings Experience of a survivor centered approach in sexual misconduct case work Clear ethical focus, high integrity, and ability to confidentially handle sensitive information

The Latin American (LA) region faces multiple complex emergencies, including the internal and regional impact of the crisis in Venezuela, the humanitarian consequences of the armed conflict in Colombia, and the pervasive high levels of generalised violence in the North of Central America and in Mexico. These conditions produce some of the highest forced displacement numbers in the world. According to UNHCR, there are over 15 million displacement-affected people, including some 7,4 million Internally Displaced Persons (IDPs) across NRC country programme coverage in Latin America. The LA region also witnesses record numbers of transcontinental population movements generating significant protection risks as people are obliged to cross borders often through routes where conditions are dramatic. Restrictive asylum and migration policies also create flows of deportees and returnees, who struggle to re-integrate in their communities and often face violence, retaliation, discrimination and exclusion. Those phenomena are accelerating across the region.ย  ย 

NRC has been operating in Latin America in a total of 8 countries: Venezuela, Colombia, Ecuador, Panama, Honduras, El Salvador, Guatemala and Mexico with an overall regional budget of approximately 60 million USD and 1,100 dedicated colleagues across the continent. Given the increasing number of displaced people in need of humanitarian assistance in the region, NRC decided to establish a Regional Office in Latin America from early 2024 to oversee the country programmes in the region, and provides strategic guidance and oversight across core programme, advocacy and support functions.ย ย
