The Regional Humanitarian Director (RHD) plays a key role in CARE's preparedness & response to humanitarian crises in the region. They reports to the Deputy Regional Director Progarm & Impact (DRD-P&I) with a strong technical link to the Humanitarian Affairs Senior Director for Emergency Response & Coordination.

The RHD will coordinate & support Country Presences responding to humanitarian crises, linking members of the CARE Confederation & key external stakeholders to best support the response. They will be expected to be the first rapid response staff member to deploy from outside the country office & would support initial response start-up by Country Offices.

Beyond immediate response, The RHD works to strengthen the capacity of Country Presences & CARE's partners to prepare for humanitarian responses in the region & to ensure that the program quality aspects of CARE's locally led, globally connected & gender equal approach are integrated into our humanitarian programming.

RESPONSIBILITIES:

ยท Humanitarian Response - Support to Country Presences (CPs)

ร˜ Deploy as Team Leader or any other role to support the CP response to a humanitarian crisis or deploy for the initial assessment in a new Presence Response.

ร˜ Coordinate the CARE Confederation response by leading CCG Type 1/2 calls and supporting calls led by HQ for Type 3/4.

ร˜ Support the CP to access & receive the CARE Surge fund rapidly working closely with the Humanitarian Affairs Team (HAT).

ร˜ Work with MENA RMU leadership & HAT to coordinate & track fundraising by CARE Members for the response.

ยท Drive Humanitarian Program Quality

ร˜ Participate/lead reviews of existing humanitarian programming utilizing tools developed by Prog. & Adv. Team in the RMU, to create development plans for follow-up by RHD.

ร˜ Work closely with Prog. & Adv. Team in the RMU to ensure that reviews and humanitarian information (PQ dashboard etc.), before liaising with CARE technical staff to provide trainings & support.

ร˜ Support and lead the implementation of CARE's GiE approach in close coordination with the GiE staff elsewhere.

ยท Enable Country Presence Preparedness and Capacity

ร˜ Lead and support County Presences and CARE Partners to undergo emergency preparedness planning (EPP) processes and capacity assessments.

ร˜ Conduct After Action Reviews to inform future preparedness and action.

ร˜ Together with DRD-PQ&I, develop regional and country humanitarian capacity building strategies for CARE staff and partners; facilitate trainings; mentoring opportunities for key CP staff.

ร˜ Gap-fill crucial positions of Humanitarian leadership in country presences.

ยท Ensure Humanitarian Representation and Information Sharing

ร˜ On request of the Regional Director, represent CARE in regional forums and meetings in the humanitarian area including with regional entities, UN humanitarian agencies, other NGOs, partners, region-based emergency donors, inter-agency working groups etc.

ร˜ Keep CARE Members and CARE CPs informed on a regular basis on regional meetings, forums and also on advocacy initiatives and opportunities.

QUALIFICATIONS:

Masterโ€™s degree, or relevant combination of qualifications and experience, in a relevant field. Minimum 10 yearsโ€™ experience in humanitarian preparedness, risk reduction and response. Experience in program design, management, implementation, monitoring and evaluation, including the CORE Humanitarian Standards, SPHERE standards, Grand Bargain, gender, donor relations, security and protection considerations. Experience in scale-up emergency response, Gender in Emergencies; women's empowerment programming and humanitarian accountability. Excellent training, coaching and mentoring skills. High level of writing and communication skills.
