Who we are looking for

A durable solutions and self-reliance expert with several years of leadership/management experience in displacement contexts with refugees and within the humanitarian and/or development sector.

The successful candidate will need to be a strategic thinker, results-oriented with experience managing teams through change.ย 

Key skills required include programmatic strategic planning and development, fundraising, integrated response approaches, high-level coordination, networking and representation. Knowledge and experience in the Middle East context is preferred and an added advantage.

What you will do

The Regional Head of Self-Reliance, Durable Solutions, and Core Competency (CC) Unit, Middle East is responsible for leading the coordination of NRCโ€™s durable solutions programming and response in the Middle East and leading the team of technical experts in NRC Core Competencies.ย 

The position holder will lead NRCโ€™s Middle East Regional Officeโ€™s (MERO) regional initiative on self-reliance and durable solutions for people in protracted displacement. Internally, the role will serve as a technical expert and resource for NRCโ€™s strategic commitments and ambitions on advancing self-reliance and durable solutions in the region.ย 

As the Head of the CC Unit, the role is also responsible for leading on identification and utilisation of programmatic synergies across CCs and development areas through an integrated response approach and through promoting best practices and learning. The position line manages the CC Regional Advisers and provides strategic advice and support to the Regional Programme Department and Country Office (COs) in the region in relation to the CCs and thematic areas.

In this position you will;

Lead on NRC MEROโ€™s work related to durable solutions in the region, including by ensuring progress in advancing NRCโ€™s regional durable solutions roadmap for 2024 by bringing together research, programming, advocacy, and country level programme personnel to foster a collective accountability on durable solutions in the Middle East.ย  Provide strategic advice and technical support, as well as capacity strengthening and sharing with Country Offices in the region on topics related to self-reliance and durable solutions. Ensure the identification and utilization of programmatic synergies across CCs and development areas through the integrated response approach. Accountable for supporting the development of tools and methodologies to better integrate safe and inclusive programming, cross-cutting issues, and prioritised development areas into programmes. Be accountable for strategic prioritizing within the CCs and thematic work in the unit, adaptation of NRCโ€™s programme approaches through innovation and development to ensure regional positioning. Be responsible for resource mobilisation and fundraising for the unit, in particular for programme development. Lead and manage a team of technical experts by managing their performance and development and bringing coherence to the team through integrated programming and complementary approaches ensuring clear objectives aligned to regional strategy and priorities, and NRC strategy and programme priorities. Contribute to the development of, and facilitate the use of, effective assessment and M&E systems ensuring compliance with NRC programme policy, quality standards and technical guidance. Provide technical guidance and thinking to advance NRCโ€™s efforts in measuring self-reliance and durable solutions. Responsible for the institutionalisation and promotion of best practices and learning related to the programmatic areas in the Unit. Contribute to and ensure alignment with global efforts on self-reliance and durable solutions, including sharing of approaches and lessons learned with other regions.ย  Responsible for identification, development, and maintenance of relationships with relevant regional stakeholders (e.g., donors, UN agencies, NGOs, research- and educational institutions, private sector) related to NRCโ€™s programmes.ย  Work in partnership with the regional and country office advocacy leads to identify and develop regional advocacy issues related to relevant cross-cutting issues, including barriers to self-reliance and durable solutions.

What you will bring

Several years (6+) leadership/management/adviser experience within the humanitarian field Specific experience and expertise in: Durable solutions, self-reliance and fundraising in the humanitarian and development sector. strategic planning and strategic approaches to programme development. policy/strategic guidance high-level coordination, networking and representation previous experience of managing staff teams, including during periods of change, would beย  tools and resources development. programme quality assessments, programme development and delivery. experience from working in complex and volatile contexts, with preference for previous experience in the Middle East region. learning and development as part of quality improvement and capacity building partnership with public and private institutions and organisations. Understanding of and commitment to: integrated programming approaches organisational learning, and the role and contribution of MEL to quality management and development. working collaboratively with technical and operational colleagues within a matrix structure, including capacity strengthening. University degree in a relevant social science discipline Fluency in English, both written and verbal. Fluency in one or more languages spoken in the region would also be an advantage.
