Job Purpose

The Regional Grants Manager will contribute to achieving quality programming by leading effective grants management processes for MERO and the Human Mobility Hub (HMH). The Regional Grants Manager is accountable for ensuring donor compliance of the Regional and HMH portfolio, lead on development of high quality and timely donor reports and other external products, lead on project revision processes and support on grant agreement negotiations. The Regional Grants Manager will support the fundraising strategy and support responsible growth of the grants portfolio by providing insight on funding trends, leading on proposal development processes and supporting donor engagement as delegated by the Regional or HMH Grants Holder. The Regional Grants Manager will be responsible for the completion of key mandatory activities under NRCโ€™s Project Cycle Management (PCM) framework for Regional and HMH grants and will contribute to supporting a culture of accountability and high performance.

What you will do:

1. Grant Management: Responsible to set up and continuously improve internal grant management systems and processes for the development of high-quality proposals; analyse, and share learning from proposal and reporting processes, and compliance with donor rules and regulations.ย 

Project Cycle Management (PCM) - Ensure compliance of the Regional Office and HMH with NRC PCM Framework and facilitate multi-country PCM activities, including the inclusion of cross-cutting programme elements, M&E structures and support functions throughout all stages of the PCM. PCM Activities entail organizing multi-country gatherings with grantees such as grant opening, review, and closing meetings, as well as collaborating with multi-country consortia coordination unit. Revisions - lead on the coordination of project revisions with the relevant stakeholders. The Regional Grants Manager is responsible for quality control and ensuring donor compliance of all project revisions.ย  Systems and Processes - Responsible for leading the development of tools and SOPs for efficient internal grants management systems, in consultation with relevant internal stakeholders.ย  Filing - Responsible to ensure standardised information management/filing systems for all grants documents, as per NRC policy.ย  External Representation - As delegated by the Regional or HMH Grants Holder, represent NRC in donor meetings, consortia and coordination fora, as required. This includes coordination with relevant stakeholders and follow-up on agreed action points.ย  Facilitation - As delegated by the RHoPDSU, facilitate coordination between different functions to build strategic links between the overall programme and projects.

2. Donor compliance and reporting: Ensure compliance of the Regional Office and the HMH with NRC PCM Framework and facilitate PCM activities, including inclusion of cross-cutting programme elements and Monitoring and Evaluation structures throughout all stages of the PCMย 

Grant Agreement - Responsible for coordinating the review of donor contracts and lead internal review of contracts and lead on external negotiations with the relevant stakeholders as delegated.ย  Compliance Requirements - Ensure that donor rules and regulations are well communicated to the team during key PCM activities, and that specific training or cheat sheets are developed for complex compliance requirements/donors. Support compliance and finance teams in ensuring availability of donor documentations (agreement, reports, communication).ย  Reconciliation of Deliverables (RoDs) - Coordinate and conduct spot-checks of MERO Country Offices RoDs in accordance with the NRC SSD guidelines. This entails ensuring the coordination, follow-up, and collection of RoDs from MERO Country Offices, carrying out monthly quality checks and controls of CO Reconciliation of Deliverables (RD) using the 'spot check' sheet in the RD form, and liaising with the RPA, the RHoPDSU, and RPD for scoring and reviewing the reconciliation sheet. Written feedback on the quality checks and controls is provided to the RPA by the RGM, who also enters recommendations into the MERO Recommendations Tracker.ย  Audit. Support compliance and finance teams in ensuring availability of donor documentations (agreement, reports, communication) as per the NRC SSD guidelines.ย  Reporting. Lead on the coordination and consolidation of multi-country inputs for all donor reports. This includes ensuring consistency between narrative and financial reports, maintaining quality standards, and ensuring donor requirements are met.ย 

3. Line management and Capacity Building - Line management responsibilities for directly reporting staff, including performance management and staff development, ensuring clear objectives aligned to regional strategy and priorities.ย 

Training - Responsible for providing or organizing training and capacity building of programme and support staff on NRC grants management, proposal and report writing, donor rules and regulations, and Project Cycle Management (PCM). Work with the relevant stakeholders to contribute to training and capacity building on internal and donor compliance requirements.ย  Field Visits. Conduct field visits to support with capacity building of staff and for monitoring purposes.ย 

4. Funding Identification and Proposal Development - Support the RHoPDSU, the Regional Head of Business Development Unit, the Regional Programme Director and the Regional Director to develop a context-specific fundraising strategy, and ensure it is aligned with NRC Regional Strategy. This includes identifying funding trends, donor mapping exercises, donor engagement matrix, and development of Capacity Statements. Actively support the RHoPDSU, RPD and RD in donor engagement.ย 

Go/No Go. Responsible to organize and facilitate Go/No Go discussion. Support the MMT decision with briefing on opportunity, and relevant key donor rules and regulations. Responsible for overseeing the completion and documentation of the Go/No Go process for all identified funding opportunities in accordance with the NRC Go/No Go checklist and the Regional Strategy.ย  Proposal Planning Meetings. Organize and facilitate the proposal planning meeting with all relevant staff. Lead on the briefing of the opportunity, donor rules and regulations and the development process (RACI and timeline).ย  Proposal Development. Responsible for overall quality control of NRCโ€™s Regional or Multi-country concept note and proposal development. Lead the coordination of NRC proposal development with the relevant stakeholders for all funding opportunities. This includes building positive working relationships across MERO Country Offices to coordinate and support development of high-quality proposals using relevant NRC Grant Management tools and guidance in line with NRC PCM Framework. The RGM plays a key role in ensuring full compliance with donor templates and requirements, as well as in completing all necessary cross-checks to avoid consistency and accuracy issues in proposals.ย  Budget Development. Responsible to ensure consistency between budget and other proposal documents, as well as compatibility with donor compliance requirements.

5. Coordination of Regional and Multi-country grants - Coordinate multi-country meetings with grantees including grant opening, review and closing as well as meetings with the consortia coordination unit (as per relevant).ย 

Compile and update work plans (annual or quarterly)ย  Consolidate programmatic and financial reports as required by the donor (yearly, quarterly, etc)ย  Produce regular high-level programmatic updates concerning the implementation and coordination of the relevant projects for sharing with external stakeholdersย 

6. Assessments and Partnerships Agreements -ย  Lead on organisational assessments related to Regional, multi-countries, HMH grants of Partners as per NRC's procedures;ย 

In coordination with the Head of Programme and Head of Support of the country offices involved in the regional or multi-country grants (with a specific focus on the Human Mobility Hub), draft Partner Agreements/MoUs with relevant Annexes and take through signing processes.ย  Contribute to partner capacity building in the areas of grants and compliance as required and identified in partner assessment

Professional competencies, qualifications & Skills required:

Five years of relevant experience in donor relations and grants management within a relevant context (e.g., with institutional humanitarian and development donors) โ€ข Experience working in complex environments and with Displacement affected people; Good understanding of donor rules and regulations Knowledge of institutional donorsโ€™ rules, regulations, priorities, and compliance requirements - NMFA, SIDA, SDC, BHA, UNHCR, ECHO etc Proven skills and experience in developing high quality reports and proposals and working with multiple donors; Significant experience in managing coordination and communication within multipart or complex environments, alongside excellent interpersonal abilities Expertise in cross-functional management environments, coupled with exceptional teamwork abilities. Good personal organisational skills, including time management, and ability to meet deadlines and work under pressure; Good cultural awareness and sensitivity Willingness to travel to area offices and work in difficult environment according to travel requirements. Knowledge of the NGO operations and the dynamics of the humanitarian sector in the Middle East. Able to demonstrate experience of contributing to positive organisational change. Excellent written and oral communication skills in English. Arabic is a strong asset. Above average computer skills, particularly in Microsoft Windows Word and Excel.
