General Minimum Requirements

The general minimum requirements for working with the OSCE are:

Excellent physical condition; Possession of a valid automobile driving license and ability to drive using manual transmission; Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure.

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

First-level university degree in economics, law, public policy, public administration, regional planning and development or related fields, or equivalent professional experience in such areas; Work experience in the fields of good governance, economics, business development, regional planning and development or environmental development and protection; Experience working with developing or transitional economies; Strong communication, organizational, interpersonal and analytical skills; Some knowledge of the OSCE principles and commitments.

Level of Professional Competence Requirements

Education:

Minimum 6 years of relevant professional experiencein the fields of regional planning and development.

Mission Specific Requirements

Mandatory:

A minimum of 6 years of relevant work experience among others in the fields of regional planning and development; Previous international experience, preferably within operational missions and in the Commonwealth of Independent States (CIS), especially in Central Asia; Established knowledge of programme-related issues, especially in the area of economic and environmental governance, and ability to comprehend the political and socio-economic situation in the area and region; Professional fluency in English both oral and written, knowledge of Russian language is a strong asset; Project management experience, including development, implementation and monitoring, and evaluation procedures, preferably of good governance project activities; Ability to compile and analyse relevant information; Ability to establish contact and develop confident relations with civil society, as well as the ability to work with government officials and institutions; Ability to communicate clearly and concisely; Previous experience supervising staff; Ability to respect decision making string, to comprehend complexity and importance of the project and to act in accordance to the existing procedures; Cultural sensitivity and judgment; Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Knowledge of OSCE principles and commitments; Required short-term geographical flexibility; Ability to operate MS Office applications, including, e-mail and to use the internet.

Tasks and Responsibilities

The Regional Development Officer is responsible for the implementation, monitoring, control and evaluation of economic and environmental programme activities conducted within the regions of Kyrgyzstan. If selected, you will be responsible for providing an overview of regional development issues in the country. You will be supervised by the Head of the Economic and Environmental Department, with the Deputy Head of the OSCE Programme Office in Bishkek as your second-level supervisor. You will also keep the Head of the OSCE Programme Office in Bishkek fully informed of your activities, your planning and where necessary, seek the necessary administrative approval. Should you be selected, you will be responsible for:

Providing analysis and advice to the Head of the Economic and Environmental Department (EED) on programme related issues with a special emphasis on the regions of Kyrgyzstan; Keeping the Head of the Economic and Environmental Department abreast of all relevant developments in the area connected to economic governance and sustainable development initiatives related to the regions of Kyrgyzstan; Assessing and reporting on relevant developments taking place in Kyrgyzstan in the sphere of regional development and drafting relevant background reports and concept papers; Contributing to developing the strategy and necessary resources for the economic and environmental programme of the EED through the Programme Budgeting process; In co-ordination with the Head of the Economic and Environmental Department ,contributing to the development, implementation and evaluation of relevant projects; ensuring that all economic governance and sustainable development projects within Kyrgyzstan are adequately monitored, controlled and reported on; Assisting the Head of the Economic and Environmental Department in the provision of the EED mid-year and annual programme revisions and EED budget reviews in the areas, projects and activities of the EED connected to economic governance and sustainable regional development of Kyrgyzstan; Assisting in arranging OSCE national and regional events, visits to the area by OSCE delegations, as well as other events with OSCE participation; Identifying local and international stakeholders relevant for the fulfilment of the programme and maintaining regular communication with them; Initiating, maintaining and developing contacts and communication with government agencies, ministries, NGOs, international organizations and donor agencies for exchange of information, programme development, co-ordination, evaluation and follow-up; As requested by the Head of the Economic and Environmental Department, representing the OSCE and the POiB in meetings, conferences, and seminars advocating for the fulfilment of EED commitments to external audiences; Performing other related duties on cross-dimensional issues, as required.
