United Nations University Institute for the Advanced Study of Sustainability (UNU-IAS)
United Nations University, Institute for the Advanced Study of Sustainability (UNU-IAS) is one of 14 research and training Institutes that comprise the think tanks in the UNU system. UNU-IAS is a UNU institute based at UNU Headquarters in Tokyo. The mission of UNU-IAS is to serve the international community through policy-relevant research and capacity development focused on sustainability, including its social, economic and environmental dimensions. Through its postgraduate education programmes UNU-IAS develops future international leaders with interdisciplinary understanding and skills needed to advance creative solutions to problems of sustainability. The Innovation and Education (IVE) Programme is a thematic area of UNU-IAS, aiming to promote research and practices on innovative and inclusive education and lifelong learning for sustainable development at all ages. It reinforces evidence-based policy advice to translate global goals into local actions with a close alignment with the Education for Sustainable Development (ESD) for 2030 Roadmap. One of the main activities is to strengthen the capacity of UNU-IAS global and regional networks, namely the Regional Centres of Expertise on ESD (https://www.rcenetwork.org/portal/ ) and ProSPER.Net (https://prospernet.ias.unu.edu/ ) and collaborate with the networks to facilitate multi-stakeholder partnerships.
Responsibilities
The main assignment is to create a new resource website for the Global RCE Network. The assignment entails a review of the current Global RCE Network portal website, designing and developing the new resource website, and migrating certain contents from the current portal site, as necessary. The RCE Network portal website is under the management of UNU-IAS, serving as the Global RCE Service Centre.
Under the general supervision of the UNU-IAS Director and the direct supervision of the Head of the Innovation and Education (IVE) Programme the contractor shall:
1. Review the existing Global RCE Network portal website (https://www.rcenetwork.org/portal/) from the technical perspective through a replica of the site with administrator privilege.
Document a plan on what elements can be migrated;Verify means of migration; Estimate the timeline of development of new resource website and migration based on the review.2. Design and develop the new resource website of Global RCE Network in coordination with UNU focal point.
Refer to the design package of UNU and align the visual identity with the UNU websiteDesign and renovate pages, such as RCE project page, profile landing page and pages for each RCE;Implement function to let non-technical (e.g. UNU staff) users to modify the project page template, specifically, explore the possibility of having โflexibleโ RCE project reporting template, where non-technical users could edit the reporting fields and select which field to show to the public;Improve search function, such as the addition of โtagsโ to show entries in certain categories;Provide several options for server hosting, including cost, stability, and maintenance;Ensure consistent visual appearance in terms of fonts, format, icons, images and layout techniques.3. Migrate the contents into the new CMS test environment in coordination with the UNU focal point.
Develop the migration plan and migrate contents into the new CMS;Test and improve the new CMS with the UNU focal point;Publishing the new resource website into the public.4. Produce user guidelines and conduct training.
Create user guidelines outlining the technical features of the CMS of the new resource website, including method for update contents, managing layout, and essential software updates. Conduct training with sessions for UNU personnel5. Perform other duties as assigned by the supervisors.

Education and certification:
Bachelorโs degree or equivalent in Computer Science or other relevant engineering sciences
Experience:
At least 5 years of web development, deployment, and maintenance experience, especially in popular CMS such as Drupal and WordPress;Experience in website migration is required;Knowledge of web technologies such as php, SQL, JavaScript;Other Desirable Skills: writing of technical documentation, proactive, sound judgment, resilience, and an interest in web development from a user-friendly perspective.Language Requirements:
Fluency in English is required.Fluency in Japanese is an asset.Knowledge of another UN official working language is an asset.
Remuneration
The total amount of the fee (maximum) is JPY 2,000,000.
UNU-IAS shall reserve the right to withhold, in full or in part, the final payment if in its opinion the said the deliveries are not satisfactory.
Deliverables and timeline:
Interface (frontend) of the new resource website by 31 July 2024: A total of JPY 400,000 to be paid upon submission of the deliverables certified by the supervisors. Functions (backend) of the new resource website by 31 October 2024: A total of JPY 600,000 to be paid upon submission of the deliverables certified by the supervisors. Migration of the existing contents into the new content management system and the user guidelines and training by 10 January 2025: A total of JPY 1,000,000 will be paid upon submission of the deliverables certified by the supervisors.Please note that the above timeline is an estimate and subject to change.
UNU-IAS shall reserve the right to withhold, in full or in part, the final payment if in its opinion the said the deliveries are not satisfactory.
You are reminded that UNU is not liable for any taxes that may be levied on the remuneration you receive under this contract. Payment of any such taxes remains your sole responsibility.
Duration of contract
1 April 2024 โ 31 March 2025
No consultant will be permitted to provide services for more than twenty-four (24) months within a thirty-six (36) month period.
