IOM Tunisia has been operational since 2001, addressing the countryโs complex migration dynamics and promoting safe, orderly, and regular migration. With a main office in Tunis and sub-offices in Sfax and Zarzis, IOM Tunisia plays a pivotal role in providing direct assistance to migrants and vulnerable populations while supporting the Government of Tunisia in migration management and policy implementation.
IOM works to strengthen the protection environment in Tunisia, supporting both People on the move as well as hosting communities. Under the overall supervision of the Senior Protection Coordinator, direct supervision of Protection officer, and in close coordination with the Senior Protection Mainstreaming Assistant, the AAP/PSEA consultant will be responsible for supporting the Protection Unitโs AAP/PSEA efforts.ย
In recent years, IOM Tunisiaโs protection portfolio has expanded to encompass activities such as protection case management, gender-based violence prevention, legal aid and assistance, as well as protection analysis. Additionally, the Protection Unit seeks to actively promote protection mainstreaming by providing capacitybuilding and training sessions, while ensuring close coordination with other units and divisions across the mission to enhance protection outcomes for vulnerable migrants and host communities.
Aligned with the IOM Global Strategy and the IASCโs AAP Framework, IOM Tunisia ensures that its programming prioritizes the inclusion, safety, and dignity of affected populations. Simultaneously, IOM is committed to its zero-tolerance policy on Sexual Exploitation, Abuse, and Harassment (PSEAH), reinforcing prevention, response, and accountability mechanisms at all levels.
The consultant must have a great knowledge and understanding of AAP/PSEA frameworks, and will contribute to operationalizing IOM Tunisiaโs AAP and PSEA initiatives , strengthening institutional capacity, and ensuring alignment with global principles, national priorities, and local needs

ย Protection Unit Tasks to be performed under this contract
ย
the consultant will support IOM Tunisia to assess its programming, in particular Protection programming, and develop a comprehensive action plan on AAP and PSEA. In particular, the consultant will:
- Conduct a country-wide risk assessment to identify gaps related to AAP and SEA within IOM Tunisiaโs operations, with a focus on the protection and assistance to vulnerable migrants programming;
- Formulate mitigation strategies and response plans tailored to identified risks, operational gaps;
ย - Develop an operational AAP and PSEA Work Plan aligned with IOMโs global AAP and PSEA frameworks, ensuring clear actions, roles, budget and timelines;
- Ensure the inclusion of the Programme Support Unit and project managers in the action plan and train staff to integrate AAP and PSEA considerations into ongoing programming and new project proposals;
- Design training modules for IOM staff, partners, and stakeholders, focusing on participatory approaches, survivor-centered response, and ethical reporting mechanisms;
- Develop tailored SOPs on CFM, taking into consideration specificities in Tunis, Sfax and Zarzis
- Develop culturally appropriate communication and awareness-raising tools to disseminate information about AAP principles, PSEA policies, and reporting mechanisms to both migrants and host communities;
ย - Ensure localization of messaging to reflect Tunisiaโs context and community needs;
- Strengthen coordination with national and local actors, including inter-agency networks, to enhance victim assistance and advocacy efforts;
- Organize a webinar/workshop to share findings, tools, and lessons learned with other programmes and senior management;
- Document best practices and recommendations to guide future programming and strategies. ย Performance indicators for the evaluation of results
- ย Comprehensive AAP and PSEA Risk Assessment Report;
- Detailed AAP and PSEA Work Plans, with clear roles, responsibilities, and timelines, including tools and reporting mechanisms (CFMs for instance);
- Training modules and materials tailored to IOM Tunisiaโs operational context;
- Comprehensive AAP SOPs for direct assistance and protection programming;
- Communication and awareness-raising tools for beneficiaries and communities;
- A final knowledge-sharing webinar/workshop and related documentation summarizing findings, tools, and recommendations. Education
- Bachelorโs degree in International Law, Development Studies, Political Science, International Relations, Social Studies, or a related field from an accredited academic institution with Seven years of relevant professional experience; or
- High School diploma with Nine years of relevant professional experience Experience
- Professional experience in the fields of sexual exploitation and abuse, protection, child protection, gender-based violence, accountability to affected populations (AAP), gender mainstreaming and/or humanitarian affairs
- Strong coordination experience within the UN system and amongst interagency partners, including governments, NGOs, and communities
- Experience in developing and facilitating PSEA trainings, in particular capacity-building, and communication materials to promote behaviour change;ย
- Experience undertaking AAP and PSEA risk assessments, in coordination with communities, partners, and UN and other key stakeholders, and developing strategic documents including action plan and SOPs
- Experience in setting up complaints and feedbacks mechanisms in diverse settings
- Demonstrated ability to work across a wide variety of sectors/teams on cross-cutting themes;
- Good written and oral communication skills, effective in representation and liaison with external partners
- Experience in policy and proposal development and the creation of standard operating procedures and tools; and
- Ability to organize work, work independently and prioritize work under pressure, coordinate multiple tasks, maintain attention to detail, and coordination with a variety of stakeholders Skills
- Strong communication skills are essential,
- Knowledge of protection and determination of vulnerabilities Languages
Fluency in English is required;
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
DESIRABLE
knowledge of Arabic is desirable and French is an asset
