Project Context and Scope
IOM works to strengthen the protection environment in Tunisia, supporting both People on the move as well as hosting communities. Under the overall supervision of the Senior Protection Coordinator, direct supervision of Protection officer, and in close coordination with the Senior Protection Mainstreaming Assistant, the Disability Inclusion Specialist will be responsible for supporting the Protection Unitโs disability inclusion efforts.
In recent years, IOM Tunisiaโs protection portfolio has expanded to encompass activities such as protection case management, gender-based violence prevention, legal aid and assistance, as well as protection analysis. Additionally, the Protection Unit seeks to actively promote protection mainstreaming by providing capacity-building and training sessions, while ensuring close coordination with other units and divisions across the mission to enhance protection outcomes for vulnerable migrants and host communities.ย
The consultant must have a great knowledge and understanding of the diversity of persons with disability, whom vulnerability could increase depending the context, gender, age and other criteria. He/her should apply a twin-track approach to consultation: consulting with persons with disabilities and Organizations of Persons with Disabilities (OPDs) about disability-specific issues, as well as mainstream issues which may affect persons with disability directly and indirectly.

PROTECTIONย UNIT Tasks to be performed under this contract
ย 1. First deliverable โ Produce a comprehensive analysis of gaps, challenges, and needs. This will include an evaluation of the accessibility of IOM-supported facilities and services (shelters, offices, hotels). Identify training needs on disability inclusionย
ย ย 2. Second deliverable โ Based on the first deliverable, Develop a strategic Work Plan to guide disability inclusion within IOM Tunisiaโs operations, in particular protection and assistance programming. It will be drafted in English and include specific and actionable recommendations and a timeline. Review and update the Protection Unitโs tools, SOPs, and methodologies to ensure disability inclusion is effectively mainstreamed throughout project implementation and monitoring and evaluation. Train key staff in Tunis, Sfax and Zarzis on disability inclusion.
ย 3. Final deliverable โ Finalize the strategic workplan and tools based on comments received. Compile a detailed final report summarizing key findings, achievements, lessons learned, and recommendations to support sustainable disability inclusion within IOM Tunisia. ย Performance indicators for the evaluation of results
