The purpose of the Protection Programme Development Manager position is to implement delegated Protection from Violence (PfV) Core Competency (CC) project portfolio in Somalia including Protection and Return Monitoring Network (PRMN) and other protection projects across four area offices.ย What you will do
Key objectives for this role include:
- Line management for PRMN project coordinators.
- Adherence to NRC policies, guidance and procedures.
- Contribute to the development of Country, Area and Protection from Violence strategies, initiate and participate in the development of relevant Protection from Violence projects.
- Coordinate and manage Protection from Violence Core Competency project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
- Implement technical direction and ensure compliance with contractual commitments within Protection from Violence, ensure high technical quality and synergies in project implementation.

Specific Responsibilities:
Project Management:ย
- Overall responsibility for effective and efficient management of the Protection from Violence Projects in Somalia consistent with the project management cycle, and safe and inclusive programming.
- Oversee the implementation of PRMN, responsible for the management of local partners, and in coordination with UNHCR review and publish timely flash alerts and reports for wide dissemination to humanitarian actors, donors and other relevant stakeholders.ย
Programme Development
- Gather and analyse protection data from target or proposed target populations, as part of integrated or joint multisectoral assessments, and use this in response analysis to develop contextually appropriate, technically sound new projects and programmes and inform advocacy efforts.
- Participate in NRC multi-sector planning and programme design initiatives, providing technical guidance and support during the planning and design phase.
Technical Support, Oversight, Supervision and Capacity Building:
- Train, mentor, and coach field-based protection from violence and PRMN staff on case management, IPA and protection monitoring, in line with NRC modalities and toolkit.
- Developing technical standard operating procedures, guidelines, tools, etc. in close coordination with the Regional Protection Adviser.
Logistics, Finance, and Human Resource Management:
- Ensure timely and accurate development of procurement plans, recruitment plans, and spending plans per project and ensure the same is shared with relevant support colleagues.
- Responsible for ensuring timely submission of monthly CC-specific cash forecast to Finance and relevant Procurement Requests to Logistics.
Coordination and Representation:
- Represent NRC in external coordination for a including national level Protection Cluster coordination activities/meetings and other relevant sector-specific meetings and coordination fora.
- Develop and promote good coordination and working relationships with Protection actors and other key stakeholders in Somalia including government actors, UN agencies, N/INGOs.

What you will bring
Professional competenciesย and experience for this position:ย
- Minimum 3 years of professional experience from a senior level project implementation position in a humanitarian/recovery context.
- University Degree in social work, psychology, human rights or any other related degree
- Experience in management and supervision of staff
- Strong interpersonal skills.
- Knowledge and practice of Word, Excel, Outlook, etc. Required.
- Knowledge about own leadership skills/profile.
- Fluency in English, both written and verbal.
Context/ Specific skills, knowledge and experience:ย
- Experience of working in complex and volatile contexts.
- Technical expertise and field experience in general protection case management.
- Knowledge of the context. What we offer

- Contract: national contract for 12 Months, renewable upon availability of fundingย
- Travel:ย 50% within Somalia
- Salary/benefits: grade 9 on NRCโs country salary scale.ย
