Terms of ReferenceBackground information/Organizational Context
Thailand is not a signatory to the 1951 Convention/1967 Protocol relating to the Status of Refugees and does not have a domestic protection framework in place for asylum seekers and refugees. Consequently, urban refugees and asylum-seekers who reside outside of camps do not have a legal right to stay in Thailand are treated as illegal migrants, placing them at risk of arrest and detention.
In the absence of a national asylum system in Thailand, UNHCR Thailand provides various protection services to meet the needs of urban refugees and asylum-seekers through the provision of emergency/life-saving health care, legal and social counseling, psycho-social support, supporting access to education (including Thai language classes), financial and other material support to refugees and asylum-seekers, including in detention. To that end, the Protection Intern will be tasked with providing weekly protection counselling to persons of concern as well as supporting the protection unit in a variety of tasks, including data entry, filing and archiving documentation and the referral of cases to appropriate services.

• Refer refugees and asylum-seekers to UNHCR protection colleagues or to partner organizations to provide appropriate protection services;
