About the role:

People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance around the world. We are founded on the ideals of humanism, freedom, equality, and solidarity. As part of our humanitarian programming, PIN provides multi-sectoral assistance tailored to needs of crisis affected people which usually covers the following sectors: nutrition-sensitive food security, shelter and non-food items including infrastructure rehabilitation, WASH, cash & vouchers assistance, education in emergencies integrating psychosocial support and child protection and recovery of livelihoods integrated with social safety nets and markets. We strive to integrate protection, gender equality and social inclusion considerations into all our interventions (protection and GESI mainstreaming) to ensure the highest standards of quality, safe, dignified and accountable programming. We look for a Protection Advisor to conduct an independent review of PINโ€™s Protection key resources (e.g. SoPs) and implementation of protection activities in the countries where PIN implements protection programmes, to ensure high quality of the protection services delivered to the affected population, as well as Do No Harm (DNH) and risk mitigation.

Position Summary:

The Protection Advisor will be responsible for conducting an independent review to assess PIN current Protection resources, practices and response to ensure adherence to international standards and principles for protection work, as well as risk mitigation and DNH while achieving the intended protection outcomes.

The Protection Advisor will work closely with other Technical and Humanitarian Advisors and will report to PIN Protection and GESI Lead Advisor. Under the guidance of PIN Protection and GESI Lead Advisor, the work will have two components: a desk review of PINโ€™s international tools and then project-specific reviews with travel to PINโ€™s Country Offices.

Main Objectives:

Independent review of PINโ€™s global guidelines and tools. Desk-based with estimated time allocation 8-10 days.

  • Review of PIN Referral package, providing detailed guidance on and SoPs for handling specific sensitive cases (such as S-GBV cases; Child Protection Cases) for non-specialised actors
  • Review PIN Protection Assessment Checklist for Protection partners (part of PIN Partnersโ€™ Assessment Tool โ€“ PAT)
  • Review PIN Guidance on PINโ€™s Approach to Gender Based Violence, Protection, Mental Health & Psychosocial Support and Health Programming, and provide detailed overview of the concrete risks associated with crossing the established red lines

Independent review of projects in Country Programmes. Based on a detailed ToR, the Advisor would provide consultancy services to the Country Programme under the leadership of PIN Protection and GESI Lead Advisor. Estimated 20-30 days with 7-10 days in country per Country Programme review.

The Country Programme review will include:

  • Revise internal protection tools, guidelines and SoPs and suggest practical recommendations and actions for their improvement
  • Identify areas of strengths/weaknesses of PIN current Protection portfolio in different Country Programmes
  • Identify the issues and circumstances that can facilitate or undermine effective protective initiatives, risk factors and risk mitigation including analysing the quality of available, external protection services
  • assess the implementation of PIN protection programmes (including the effective use of referral systems) for strengthening evaluation and for organisational learning and provide recommendation on what changes are needed to deliver the intended outcomes
  • ensure risk mitigation is embedded in the relevant programmes and that effective measures are in place to successfully respond and prevent harmful effects

Required Skills and Experience

Competencies

  • Strong theoretical, technical and practical background in protection international standards and principles for protection work
  • Strong understanding of international human rights, humanitarian protection principles and standards
  • Strong knowledge of and experience on general protection case management, specialized case management (such as GBV and Child Protection) delivered according to internal guidelines and in line with international standards and principles
  • Understanding of information management in the context of protection programming and reporting

Education

  • Masterโ€™s degree in a relevant field (Human Rights, International Humanitarian Law or related subjects)

Experience

  • A minimum of 8 years of progressively responsible experience in protection related work, preferably in protection case management, protection monitoring
  • Strong and proven knowledge (theoretical and applied) of protection (general, child protection, GBV), international standards and framework for protection work
  • Professional technical experience matching the above-mentioned duties and responsibilities.
  • Knowledge and understanding of the complexity related to refugee and IDP situations, including intersecting vulnerabilities

Languages

  • Written and oral proficiency in English is required
  • Knowledge of Ukrainian, Russian, Romanian or Turkish is an asset
