JOB CONTEXT:
The Palestine mission was up to February 2025 part of the Mashriq regional programme, which covers Egypt, Iraq, Jordan, Lebanon and Palestine. However, the mission is now under the direct management of the Emergency Division (HQ);
Since 2023, HI has been implementing a mix of humanitarian and development projects in the Gaza Strip and the West Bank, including a long-term rehabilitation project in Gaza;
The conflict between Hamas and Israel in October 2023 has created a major humanitarian crisis in the Gaza Strip. Around 100,000 Palestinians have been injured in Gaza and several thousand among them have suffered from amputations or permanent impairments;
The total budget for 2024 will likely be between 7 and 12 M EUR. The total number of staff is around 150 + around 200 volunteers;
Current sectors of activity: physical rehabilitation (including prosthetics and orthotics, humanitarian mine action, humanitarian logistics, education in emergencies, emergency preparedness, disability mainstreaming/inclusion in humanitarian action, advocacy.ย
To carry out these projects, HI is looking for a P&O Senior Technical Officer based in Amman, with rotations into Gaza when possible.ย ย
YOUR MISSION:
Reporting to the Technical Head of Programs, the P&O Senior Technical Officer will interact with several internal and external stakeholders and will have 5 responsibilities:ย ย

Mission 1: Provides guidance and technical support to projects in accordance with the overall technical frameworks and standards within the rehabilitation sector.ย
ย
ย
Mission 2: Provides technical learning from projects.ย
ย
Mission 3: Contributes to the animation of the rehabilitation sector.
Contribute to technical staff selection and recruitment process.ย Carry out the necessary technical training.ย Support the development of a local talent pool within his/her sector (conducts technical interviews of candidates and makes recommendations, identifies training and coaching needs).ยย
Mission 4: Contributes to ensuring HI\u2019s technical in\ufb02uence within its perimeter.
Coordinate with external partners such as other healthcare providers, NGOs and community organisations to strengthen referral pathways, raise awareness of services, and facilitate access to additional resources and services for patients.ย Liaise internally with the physical and functional rehabilitation team to activate internal referralsย Participate as an active and influential actor to the Rehab Task Force and other technical / P&O coordination groups to influence the adoption, extension and replication of the delivery of temporary emergency prostheses and then for the delivery of permanent prostheses, by local authorities and other stakeholders.ย ย Relay and contribute to advocacy messages within its scope of work.ย ย Support writing for new project content for the continuity or expansion of the project within its technical scope, especially in 3D printing.ย ยย
Mission 5: Emergency Preparedness and Response Responsibilities Contribute to the support or implementation of emergency preparedness actions of the program(s) and, during an emergency, adapts his/her work modality in order to contribute to an effective HI humanitarian response.ย
CHARACTERISTICS OF THE POSITION:
HI has established premises with the capacity to accommodate international staff and has put in place the necessary security systems to manage their presence. In Gaza the security context is volatile and might improve or worsen in the coming weeks and months (depending on the ongoing dialogues). The selected candidate will be thoroughly briefed about the context and the security systems before deployment to Gaza.
Living conditions in Jordan are comfortable. Security conditions are stable throughout Jordan.
Requirements
YOUR PROFILE:
You hold a Prosthetics /Orthostist (P&O) Master level degree or BsC You have at least 5 years of overall professional experience including a minimum of 3 years of experience in the P&O sector in emergency responses in conflict-affected countries; You have a temporary emergency prosthesis experience. You have training competencies and you are able to provide remote technical support and team management. You have a multidisciplinary team approach You're abble to manage stress; You're flexible and have good problem solving skills
