Office/Unit/Project Description:
The โStrengthening Regional Dialogue and Partnerships on Solutionsโ project is a multi-stakeholder initiative supported by the Regional Development and Protection Programme (RDPP). It aims to enhance evidence-based advocacy, policy dialogue, and strategic alliance-building to address the protracted displacement of Syrian refugees in the region; particularly in Jordan and Lebanon, amid evolving socio-economic pressures and shifting policy environments.
By generating credible research on refugee inclusion, mobilizing diverse partnerships (governments, civil society, private sector, and international financial institutions), and conducting targeted advocacy activities, the project seeks to safeguard and expand the protection space and facilitate โadaptive solutionsโ for refugees and host communities.
In Jordan specifically, the project engages national stakeholders (government, civil society, private sector, academia), leveraging UNDPโs convening power to foster dialogue on policy issues such as refugee labor market access, inclusive social protection, and innovative financing for solutions. A dynamic management structure is embedded to ensure the projectโs responsiveness to shifting realities on the ground.
UNDP Jordan seeks to employ a Project Officer to ensure day-to-day delivery of the projectโs activities in Jordan. Under the overall guidance of the supervisor (Programme Analyst โ Green Pathways and Inclusive Growth) and working in close collaboration with regional and national colleagues, the Project Officer will support planning, implementation, partnership management, and monitoring and evaluation of the projectโs outputs in Jordan.
Scope of Work:
The Project Officer will be responsible for managing the projectโs activities in Jordan and ensuring effective communication and coordination with stakeholders. Specific functions and duties include:
Ensure effective implementation of activities and coordination:
Coordinate and manage day-to-day implementation of the projectโs work plan and activities in Jordan, management of resources, and monitoring progress against the intended outputs, ensuring alignment with agreed objectives, timelines, and budgets. Liaise with government counterparts, donors, and relevant stakeholders to facilitate planning, partnership building, and delivery of project activities. Develop detailed workplans, operational strategies, and procurement plans in close coordination with the regional project team and implementing partners. Facilitate the organization of meetings/events to enhance government and NGO readiness to better support refugee self-reliance. Collaborate with UNDP Country Office units (e.g. procurement, finance, communications) to ensure compliance with UNDP rules and regulations.Research, advocacy, and policy engagement:
Provide substantive inputs into the projectโs research agenda, coordinating with relevant stakeholders including government, private sector and research institutions and ensuring relevance to Jordanโs policy context. Gather primary and secondary data, maintain local knowledge repositories, and support the drafting of policy briefs and analytical materials. Contribute to data analysis and the production of research outputs.ย Facilitate local consultations, roundtables, and bilateral meetings, ensuring meaningful stakeholder participation. Contribute to the development and implementation of advocacy strategies and messages to inform policy dialogue on Syrian refugee inclusion, social protection, and durable solutions in Jordan.Monitoring, reporting, and adaptive management:
Ensure timely preparation and submission of periodic progress reports, meeting minutes, financial reports, and other required documentation for Jordan-specific activities. Monitor and track the implementation of project activities, outcomes, and budgets against approved plans; identify any deviations or risks and propose mitigation measures. Maintain project risk registers and issues logs, escalating significant challenges to supervisors or steering committees as needed. Support quarterly technical committee meetings, annual reviews, and mid-term evaluations in coordination with the regional Project management team.Partnerships, alliance building, and stakeholder engagement:
Establish and maintain productive relationships with government entities, civil society organizations (CSOs), UN agencies (including UNHCR), private sector partners, academic institutions, and other relevant stakeholders. Facilitate multi-stakeholder meetings or working groups in Jordan to coordinate advocacy and policy dialogues around durable solutions as necessary. Identify emerging opportunities for collaboration with non-traditional actors (e.g. private investors, philanthropies) to advance the durable solutions agenda. Represent the project in relevant coordination forums, national dialogues, or technical meetings, ensuring strategic positioning and synergy with other initiatives.Knowledge management and communications:
Document lessons learned, success stories, and best practices, and disseminate them across the Project, UNDP networks, and external stakeholders. Coordinate with communications colleagues to develop public outreach materials, press releases, and social media content, ensuring visibility of donors and partners. Support cross-country knowledge-sharing to strengthen learning across the region. Perform any other related duties or responsibilities that may be assigned by the supervisor to ensure the success of the Project and UNDP Jordanโs programmes.Institutional Arrangement
The Project Officer will be based in UNDP Jordan Country Office in Amman and will report to the Inclusive Growth and Sustainable Livelihoods Programme Analyst and coordinate closely with the project management team at the regional office.

Min. Education requirements:
Advanced university degree (Masterโs degree or equivalent) in international relations, social sciences, development, business administration, or any related field is required.OR
A first-level university degree (bachelorโs degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.Min. years of relevant work experience:
Minimum of two (2) years (with a masterโs degree) or four (4) years (with bachelorโs degree) of relevant experience is required in coordination with humanitarian and development actors as well as previous work or engagement with government and CSOs.ยRequired skills:
Proficiency in the use of computer software applications especially MS Word and MS Excel.ย Knowledge and experience in project monitoring.Desired skills in addition to the competencies covered in the Competencies section:
Minimum two years of experience in project management, including coordination, risk management, and partnership management. Familiarity with the local institutional and policy landscape, especially on social protection, labor market, or humanitarian-development issues. Knowledge of regional refugee response frameworks (e.g., 3RP, RDPP) is an advantage. Prior engagement with innovative financing initiatives (impact investing, blended finance, etc.). Experience working with government, donors, or the UN Minimum of two yearsโ experience in forming, or managing multi-stakeholder partnerships.Required Language(s):
