Salary InformationUS$ 77,326 net per annum, plus post adjustment (currently US$ 56,757). Salary is free of income tax in the United Kingdom

PurposeUnder the overall supervision of the Head, Projects Implementation, in the Department of Partnerships and Projects (TCID) the incumbent will provide high level technical guidance and advisory services and undertake overall project management and governance responsibilities related to the implementation of a project delivering regional technical cooperation activities (Region: Asia-Pacific). Duties and ResponsibilitiesThe Project Manager will be responsible for the delivery of an IMO (TCID) Regional Project (Asia-Pacific Region) and will plan, manage, and lead multi-disciplinary global, regional and national teams. The incumbent will analyze global, regional and country-specific requirements, and relevant technical issues in line with respective IMO Conventions, Strategic Plan and will develop work plans and manage supporting budgets and/or resourcing strategies. One of the key responsibilities of the incumbent is to work in partnership with the Project Coordination Unit and the wider project team to provide continuous coordination and set strategic directions for the Project. This will include continuous dialogue and cooperation with project strategic partners and implementing countries. The incumbent will also be required to develop strategic partnerships with international institutions and private sectors to identify opportunities and activities to support the goals of the project. To be considered for the role, you will need to: Provide technical advisory support and capacity building at global, regional and national levels Ensure overall consistency and coordination of the Project and in line with the Project Document and agreement with the donor. Analyse the baseline scenario of participating countries in collaboration with government counterparts and provide guidance for the formulation of national strategies and national action plans. To strengthen collaboration with regional environmental organizations, and to contribute to the outreach to other countries in the region for the development of regional strategies. To analyse and identify the provision of technical assistance and capacity building to the participating developing countries. To chair discussions and participate as a speaker in international relevant conferences, exhibitions and other outreach activities representing the Project. To create awareness-raising materials and educational programmes to each participating country and for the project at the global level. To conduct the project progress reviews and provide inputs for all technical reports and publications prepared by the project. To follow discussions in relevant IMO Committees and Sub- committees such as MEPC, MSC. Follow relevant discussions of other relevant UN entities. Ensure and promote linkages with other work programmes in areas of the project, to increase policy dialogue, explore and promote effective collaboration, partnerships and synergies for the design and implementation of best practices. Lead the co-financing mobilization activities in accordance with the Project implementation strategy. Liaise with the representatives of the various governance and technical advisory committees established within the project framework; participate and ensure timely coordination of such governance and advisory meetings. Ensure the dissemination of lessons learned and results achieved, through maintaining a Project Knowledge Management System. Project implementation (management, team leadership, monitoring and reporting) Ensure timely implementation of all project activities, including quality control and review of all produced technical outputs. Define and orient the main strategy for project implementation in consultation with donor and if any, with other implementing partners; including overseeing preparation and updating the project work plan, as required. Act as Secretary of the Project ExCom and/or Steering Committee meetings. Oversee the preparation of project review and/or evaluation meetings; prepare background documents, briefs, issue papers, progress reports for the ExCom meetings and for donor reporting; follow up of ExCom and Steering Committee decisions and recommendations. Lead and effectively manage the Project Coordination Unit (PCU), providing appropriate feedback, guidance and training opportunities for all PCU members. Manage any recruitment process that may be required after the Project is launched. Oversee and coordinate the review and evaluation of the Project and the annual budget revisions. Any other duties as required for the effective management of the project and duties requested by IMO

ExperienceA minimum of seven years of relevant professional experience in leading and managing technical cooperation projects and programmes, including experience in managing human and financial resources is essential. A minimum of three yearsโ€™ experience dealing with policies and projects related to marine environment, working with multidisciplinary teams and multiple stakeholders in developing countries is essential.Experience managing projects within the Asia-Pacific region and working with maritime industry stakeholders will be an asset

EducationAn advanced university degree (Masters level or equivalent) in marine environment/science, environmental engineering, or related subjects is essential

Language SkillsProficiency in English, both written and oral, is essential. Working knowledge and ability to understand technical concept in other official languages of the United Nations would be an advantage

OthersProficiency in Microsoft Office applications. Knowledge of relevant international environmental conventions and other instruments is essential. Knowledge of issues and challenges related to the implementation of IMO conventions in developing countries, especially in the Asia-Pacific region would be an advantage
