  Introduction

  The position is located in the ILO Country Office for the Andean countries, based in Lima.
  

  The Project Manager is a full-time position and will be responsible for coordinating the implementation of the project, focused on strengthening decent work in the fishing sector in Peru and Ecuador. The project is funded by U.S. Department of Labour, Bureau of International Labour Affairs (USDOL/ILAB).

  The project will address labour violations associated with illegal, un reported, and unregulated (IUU) fishing; will strive to increase agency taken by workers and civil society to address labour violations in the fishing sector in Peru and Ecuador; increase capacity if worker organization, local port authorities, and private sector to address labour violations in the fishing sector and, in general terms, address bottlenecks related to services and benefits of protection programmes associated with labour rights in the fishing sector. Through this project, the ILO will work with local governments, including labour inspectorates and port authorities, artisanal fishers’ unions and national worker federations, universities, civil society, and the private sector. It will also target vulnerable populations working in the fishing sector – including artisanal fishers – women and those in the Afro-descendant communities working in fish processing and canning plants.

  Within the policy and procedural requirements established by the ILO and the Project, the Project Manager will be responsible for the day-to-day management of the program implementation and provide technical advisory services towards the development and execution of future programs to be developed in the Project. He/she will ensure that the objectives stated in the project document are attained within the stated time frame and budget and ensure compliance with the ILO and the Project’s financial and operating procedures. The incumbent will promote ILO policies in the project related technical areas and other components of the ILO Decent Work Agenda.

  The position will report to the Director of the DWT/CO-Lima and will work closely with technical specialist, including technical units in ILO headquarters in Geneva, other specialists in the region and the regional management team.

  The Project Manager may also oversee the work of Admin and other support staff of the Project/Program, national officers and any other international and local consultant hired during the project.

  Description of Duties

  Project management:

  • Ensure effective implementation of the Project through the provision of inputs, the delivery of outputs, and the planning, monitoring, and evaluation of activities. Deliveries and outcomes must be in conformity with ILO policies and project strategies and in accordance with ILO programming guidelines and according to USDOL/ILAB requirements, and the administrative and financial procedures in consultation with the responsible Field Office, if applicable.
  • Follow-up the workplan and the Project Monitoring Plan (PMP), in coordination with national institutions, workers and employers’ organizations, stakeholders and implementing partners.
  • Guarantee the technical quality of the deliverables and the implementation of all activities described in project document.
  • Coordinate and monitor research and analytical studies (including guidance to external collaborators and other technical officers) and disseminate publications on issues related to the project.
  • Be responsible of the development and implementation of the PMP, which includes collecting, entering, processing, reporting, and doing analysis of data on project-specific and USDOL-standard performance indicators throughout the period of performance.
  • Support regional dialogue on the connection between Illegal, unreported, and unregulated (IUU) fishing and labour rights violations associated with IUU fishing.
  • Coordinate port-inspections programs training for local port authorities, gathering information on working conditions on vessels, and identifying challenges for labour compliance.
  • Support labour and social provisions as part of private sector efforts to address IUU fishing through traceability schemes in seafood supply chains, including electronic-catch documentation schemes.
  • Manage the human resources of the project/program efficiently, including recruitment and performance management
  • Coordinate with ILO specialists to strengthen Project interventions and ensure coherence and articulation.
  • Inform the Director of ILO Office about all situation that requires an intervention to comply with the outcomes and outputs defined in the project.

    Technical leadership and advice:

    • Provide technical advice to relevant governments, ministries, employers' organizations, workers' organizations, and other key partners.

      Advocacy, networking, and partnership:

      • Build and maintain close working relations with stakeholders.
      • Liaise with other UN counterparts to promote ILO's values, increase the project's visibility, and facilitate the scaling-up of the ILO's interventions.
      • Promote ILO policies in the related technical areas of the project, other fundamental rights at work and the relevant International Labour Standards in collaboration with labour standards specialists.

        Knowledge management:

        • Write and disseminate information on project/program materials in close collaboration with other relevant technical specialists at regional level, USDOL/ILAB, and HQ.
        • Ensure the development of information databases covering project/program activities; prepare periodic and ad hoc reports on the implementation status required by USDOL/ILAB and coordinate with concerned ILO departments and programs.
        • Prepare training for fishing communities on organizing and approaching government to address systemic issues in the industry that creates obstacles to freedom of association, collective bargaining, and other labour rights violations. Undertake other duties as required.

          Required qualifications

          Education

          Advanced university degree in economics, local development, natural or social sciences or fisheries management. A first level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields, with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.

          Experience

          Minimum of seven years of experience in project management, supervision, administration and/or implementation is required. This includes preparing and attending high level meeting, achieving targets, and overseeing the preparation and submission of required reports to the project funder. Demonstrated knowledge and expertise on the fisheries sector is required. Experience working with vulnerable communities is desirable. Experience building and maintaining relationships with stakeholders, including public, private, and civil society partners is desirable.

          Languages

          Excellent knowledge of Spanish, and good working spoken and written knowledge of English is required. As part of the selection process, a written examination to evaluate the competences required in both languages could be run.

          • Strong written and verbal communication skills, including the ability to write accurate reports and to build networks to obtain cooperation with partners.
          • Proven capacity to initiate and implement development cooperation programmes and activities with ILO constituents and NGOs, including negotiation skills with governments, social partners and to mobilise the support of international donor agencies and provide quality services.
          • Ability to maintain working relationships with all project stakeholders, including public, private, and civil society partners.
          • Ability to establish and maintain systems for project operations.
          • Ability to plan and support the development of individual’s skills and abilities for a more effective fulfilment of job/role responsibilities.
          • Ability to maintain effectiveness when experiencing major changes in work tasks or environment, and to adjust effectively to work within new work structures, processes, requirements or cultures.

            Conditions of employment

            • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
