Introduction

The International Labour Organization (ILO), in partnership with the Government of Ukraine, social partners, and leading energy enterprises, will launch a new initiative to protect, retain, and equip Ukraineโ€™s energy workforce for urgent repairs and resilient recovery, to be funded by the Government of the Netherlands. Against the backdrop of massive war-related damage, energy workers face extreme occupational safety and health (OSH) risksโ€”from shelling and unexploded ordnance to fatigue, trauma, and unsafe worksitesโ€”while workforce depletion, outdated and gender-blind training, and limited reintegration pathways for veterans, internally displaced persons (IDPs), women, and persons with disabilities further strain the sectorโ€™s capacity. This project prioritizes immediate worker protection while laying the groundwork for longer-term modernization and reskilling, ensuring both continuity of energy supply and progress toward Ukraineโ€™s decentralized, greener energy system in line with its recovery, resilience, and EU accession pathway.

The project will deliver results through three mutually reinforcing outcomes:

Outcome 1 โ€“ Co-developing OSH protocols tailored for wartime conditions, facilitating employer-led provision of appropriate protective equipment (with humanitarian provision of self-rescuers only in urgent life-saving cases), strengthening inspection capacity through small-scale mobile OSH interventions and delivering mental health and psychosocial support (MHPSS) to address trauma, fatigue, and burnout. Outcome 2 โ€“ Testing workplace adaptation measures โ€” including rehabilitation of basic facilities such as lockers and changing rooms with gender-responsive design โ€” alongside safe return-to-work schemes and negotiated reintegration pathways for veterans (including those with disabilities), IDPs, women, and older workers. Tripartite dialogue and collective bargaining will be used to anchor these pilots in sectoral agreements and to promote wage protection, equal treatment, and safe working conditions. Outcome 3 โ€“ Conducting rapid skills anticipation studies with employersโ€™ and workersโ€™ organizations to identify urgent repair skills gaps and prepare for the medium-term transition to renewable energy. Based on these findings, OSH-integrated โ€œenergy repairโ€ training modules and micro-qualifications will be developed and tested with TVET institutions and enterprise academies, focusing on practical preventive and control measures at worksites. Large-scale reskilling for renewables (solar, wind, biomass) will be designed for subsequent phases once systems and conditions permit.

The project is conceived as a preparatory and demonstration phase, focused on testing practical solutions, generating evidence, and creating scalable models for worker protection, reintegration, and training.

The project will be implemented in the framework of the Safety + Health for All Flagship Programme and will benefit from the strategies, tools and lessons learned from implemented projects in the framework of the Flagship Programme.

The Project Technical Officer will be responsible for providing direct technical support to the above project and contribute to the expected outcomes. The incumbent will assist in promoting ILO policies in the project-related technical areas and other components of the ILO Decent Work Agenda.

Reporting lines: The Project Technical Officer will report to the Project Manager with technical guidance of specialists from the ILO Decent Work Technical Support Team and Country Office for Central and Eastern Europe in Budapest (DWT/CO-Budapest), from the Occupational Safety and Health and Working Environment (OSHE) Branch and the SECTOR Department based in Geneva.

Description of Duties

Provide technical advice for the design and implementation of occupational safety and health assessments and measures across project outcomes, with a specific focus on the prevalent and most serious hazards encountered in the energy sector, and psychosocial risks. Develop and adapt OSH protocols for high-risk and crisis contexts, ensuring gender-responsive and inclusive approaches. Provide technical expertise in supporting government authorities, employers, and workersโ€™ organizations, as appropriate, in the process of identifying adequate PPEs. Coordinate and supervise consultants and service providers engaged in OSH assessments, training development, and psychosocial support. Facilitate tripartite dialogue and support integration of OSH provisions into workplace adaptation arrangements and sectoral agreements. Facilitate training workshops on OSH for constituents and relevant project strakeholders. Oversee development and application of OSH-integrated training modules and programmes. Monitor implementation progress, ensure quality assurance of deliverables, and prepare technical reports. Contribute to the development and dissemination of project knowledge products (case studies, good practices, policy briefs, etc.) in relation to OSH.

Required qualifications

Education

Advanced university degree (Masterโ€™s or equivalent) in occupational safety and health, medicine, engineering, or other relevant field. First level university degree (Bachelorโ€™s or equivalent) with an additional two years of relevant experience will be accepted in lieu of an advanced university degree.

Experience

At least five years of experience in the formulation and implementation of OSH programmes and measures. This includes strong technical skills on hazard identification and risk management through preventive and control measures. Work experience with or in the energy sector is a plus. Work experience in hardship duty stations is also a plus.

Languages

Excellent command of English. Knowledge of Ukrainian is a plus.

Competencies

Ability to provide technical advice and to guide and coordinate the work of external collaborators, general service staff and young professionals in the area of specialization; Ability to conceptualise and design research techniques and analyse complex cross-national practices and data sets covering a wide range of issues in the specialized technical field; Ability to formulate new concepts and methodologies; Ability to draft reports and prepare guidelines relating to programme development and implementation and ability to provide technical support to senior specialists carrying out research, project formulation and implementation; Ability to participate effectively in technical missions and to provide technical inputs for the ILO Decent Work Agenda; Excellent analytical skills and knowledge of analytical tools and qualitative and quantitative techniques; Good computer skills. Proven ability to take ownership of all responsibilities, to act with integrity and transparency by maintaining social, ethical and organisational norms, and to meet all commitments within the prescribed time, cost and quality standards. Ability to advocate and provide policy advice. Ability to develop training materials, alternative courses of action, project proposals, policy and procedural matters, and to present them at meetings. Strong written and verbal communication skills, including the ability to write accurate reports and to build networks to obtain cooperation with partners. Ability to work as part of a team in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes. Demonstrated ability to adhere to strict security protocols and maintain high level of awareness. Ability to remain calm, focused, organized and results oriented under pressure and with rapidly changing circumstances.

Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
