Job Overview:

From March 2022 โ€“ March 2023, the International Rescue Committee launched and implemented a first-of-its-kind service model for the resettlement of 556 Afghan Humanitarian Parolees (AHPs) who arrived through Operation Allies Welcome. Via a comprehensive and personalized virtual case management model, the Virtual Afghan Placement and Assistance (VAPA) program provided per capita direct assistance, client-led case management, and resources and referrals for the successful resettlement of these new arrivals. Building off of this award-winning program, the IRC now implements the Virtual Reception & Placement (VR&P) program for Special Immigrant Visa (SIV) holders, the Virtual Resettlement Line for humanitarian parolees, and the Welcome Corps Support Line for private sponsor groups welcoming newcomers through the Welcome Corps.

Using the model developed during VAPA and further advanced for the current iteration of the VR&P program, the International Rescue Committee (IRC) aims to meet the ambitious goal of receiving and resettling up to 10,000 individuals in FY24 from the Western Hemisphere and Operation Enduring Welcome platforms. This project will include coordinating steps overseas, partnering with a variety of stakeholders across the United States, and effectively establishing relationships in a virtual setting.

The remote and pioneering nature of this project requires an innovative thinker, problem-solver, and efficient worker with excellent written and oral communication skills, diplomacy, and significant program management experience. The Project Director for the Expanded Virtual Reception & Placement program will oversee and lead all activities leading up the launch of the project (tentatively set for April 1st, 2024), including but not limited to: working with HR to post, recruit, and hire for all positions essential to start the project; establishing program materials such as Standard Operating Procedures (SOPs), monitoring plans, communication campaigns, informational sessions for partners and stakeholders, and other activities in order to prepare for the launch of this monumental project.

While clients may call and be served anywhere in the U.S., applicants need to reside in one of the top resettlement states for this population: California, Texas, Florida, Maryland, or Virginia.

Major Responsibilities:

Implement and quickly scale virtual case management services for up to 10,000 refugees and SIVs, including the development of an overseas information campaign to ensure clientโ€™s opting into Virtual Reception & Placement (VR&P) are able to make an informed decision. Work closely and effectively with other resettlement agency leadership, IRC leadership, and cross-departmental colleagues at the IRC to ensure alignment on project development and implementation. Adapt and pivot high-quality services in response to shifting trends and needs. Ensure staff are effectively trained to deliver high quality virtual case management services through VR&P. Build and cultivate an inclusive, impactful team. Support managers in their leadership of teams in line with IRC's People Manager Standards to ensure successful program delivery and a safe, supportive environment for clients and staff. Develop and implement systems and protocols that ensure compliance with the Cooperative Agreement. Enable effective monitoring, evaluation, and reporting on program services. Ensure a data-driven approach that informs program adaptation and provides further evidence of VR&Pโ€™s impact. Coordinate with the Deputy Director of Budget and Finance, Budget and Finance Officers, and HQ Finance staff to ensure adherence to financial management, budget management, and cooperative agreement guidelines. Prioritize staff and client safeguarding procedures and ensure adherence to the IRC Way, IRC's Code of Conduct. Other related duties as assigned.

Job Requirements:

Work Experience:

Minimum 5-7 years of progressively responsible work experience with refugee resettlement; experience in providing services under the Reception & Placement program. 3-4 years of program management experience; experience scaling program response preferred. Significant staff management, program development, monitoring, and evaluation experience.

Master's degree in non-profit management, social work, sociology, migration studies, law, or international development or equivalent preferred.
