FHI 360 seeks a qualified candidate for the position of USAID-Funded Global Health Program Evaluation Analysis Research and Learning (GH-PEARL) Project Director. Through GH-PEARL USAID aims to provide global technical leadership using a broad range of cutting-edge activities in monitoring evaluation, research, and learning (MERL) combined with knowledge management and knowledge translation. GH-PEARL activities will be conducted in support of USAID efforts to reduce preventable maternal, newborn, and child mortality; advance primary health care; improve coverage and equity of family planning (FP), reproductive, maternal, newborn, child health, and nutrition (RMNCH+N) service delivery; and address emerging challenges including pandemics and climate change. GH-PEARL will also directly support efforts to strengthen the capacity of local organizations and institutions to engaged in MERL activities.
Availability of position is contingent upon successful award to FHI 360 and approval of Key Personnel.
Job Summary:
The GH-PEARL Project Director will be responsible for providing the overall direction and managerial and technical leadership to ensure the achievement of the program results. S/he/They will oversee all aspects of project implementation, including program technical quality, personnel, and financial management. S/he will maintain close coordination with USAID and other stakeholders, ensuring that all project activities are implemented in a timely manner and are of high quality. The Project Director will serve as the principal liaison to USAID and will have regular communication with the USAID Agreement Officerโs Representative and USAID-Mission staff in supported countries. The Project Director may engage in implementing GH-PEARL activities as time and expertise permits. This position will be based in North Carolina or Washington, DC.
Responsibilities:
- Leads the project team, and technical and operational aspects of the project, including planning and implementation; ensures clarity over plans and priorities; and encourages effective teamwork.
- Provides overall project leadership, management, and technical direction while ensuring compliance with USAID requirements, U.S. government regulations, and FHI 360 policies and procedures.
- Maintains critical relationships with USAID/Washington and USAID Missions, national and international partners, local government institutions and other key stakeholders through frequent consultation to ensure coordination of and synergy with other USAID investments.
- Liaises with USAID Washington, USAID missions, local government institutions, and consortium partners to coordinate activities and facilitate monitoring and reporting of project objectives and achievements.
- Works closely with the Deputy Director and Technical Director to ensure that project deliverables, including annual work plans, project activity updates, project-related communication and reporting materials meet USAID and FHI 360 reporting requirements.
- Responsible for overall financial oversight of the budget over the life of the project, working in close collaboration with the projectโs Finance Director.
- Oversees a team of senior technical, operations, compliance and finance staff, and ensures clear roles and responsibilities and lines of communication are maintained among the team members.
- Represents the project at regional, national and international for a, including technical and investment conferences, policy briefings, networking events, among others.
- Responsible for creating, promoting, and maintaining a safe and equitable work environment for all personnel, including a harassment- and violence-free work culture, and systems for safeguarding project participants.
Applied Knowledge & Skills:
- Must have technical expertise in at least one or more of the GH-PEARL focus technical areas, including real time measurement of results, innovative metrics and measurement, strengthening the quality and use of FP/RMNCH+N elements in health information systems, improvements in data quality, analysis, and visualization; site monitoring and research, including rigorous evaluations, impact and developmental evaluations, and costing analysis, and local capacity building to carry our MERL activities.
- Recent experience providing countries with high-quality and actionable evidence to assess program effectiveness, identify and overcome barriers to program implementation, and guide decision-making.
- Demonstrated understanding of evidence-based program scale-up and sustainability.
- Ability to build positive local working relationships with various stakeholders including local communities, district government officials, international normative bodies in-country (e.g., WHO, UN), local and international academic institutionsโ donor representatives.
- Excellent oral and written communication skills.
- Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects s.
Education:
- Masterโs Degree or its International Equivalent โข Education, Health, Biostatistics, Behavioral, Life Science, Social Sciences or Related Field
- PhD, DrPH preferred.
Experience:
- Typically requires 12 + years conducting MERL activities in low- and middle-income countries experience with prs conducting MERL activities in low- and middle-income countries experience with projects management principles and practices (including 8+ yearsโ experience in leading, managing, and implementing large international health and/or development projects.)
- Must have technical expertise in at least one or more of the GH-PEARL focus technical areas, including real time measurement of results, innovative metrics and measurement, strengthening the quality and use of FP/RMNCH+N elements in health information systems, improvements in data quality, analysis, and visualization; site monitoring and research, including rigorous evaluations, impact and developmental evaluations, and costing analysis, and local capacity building to carry our MERL activities.

The expected hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.
Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
Hiring Salary Range: $150,000 - $206,000
