Project Control Associate

Organizational Setting and Work Relationships
The primary functions of project control are to complement programme management and provide support for oversight of projects including the formulation of a monitoring plan, quality assurance, and verification. Other activities of project control include: review of project agreements, project audit, monitoring that there is synchrony between financial and operational performance, participation in multi-functional monitoring activities and reviews, tracking project risk management, and supporting project closure.

It is essential to maintain segregation of duties between project control and programme functions for effective accountability and oversight. Where there is no Project Control Officer, General Service staff performing project control functions should report directly to the Head of Office.

The Project Control Associate receives general guidance and work plans from the supervisor. They work independently on regular assignments under the supervision of the Project Control Officer or to the same management level as programme. The incumbent may supervise other general service staff.

Project Control staff play a very important role in maintaining harmonious and effective partnerships, and often interact with implementing partners. As a result, incumbents need to be very mindful of all dimensions of partnerships in their interaction with partners (in accordance with the Principles of Partnership, the Code of Conduct and other relevant documents).

All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties
- Contribute to reviewing the internal control systems of implementing partners.
- Contribute to reviewing that IP agreements are in conformity with Country Operation Plans and UNHCR's rules, policies and procedures.
- Monitor that a complete record is maintained for all projects.
- Contribute to reviewing, analysing and verifying Financial and Performance Implementing Partner Reports (Part I-IPFR and Part II-IPR), and to checking accuracy and consistency between IPFR and IPR, in accordance with project agreements.
- Ensure that the funds obligated under an IP agreement permit the payment of the next instalment or a disbursement, confirming the status of instalments already paid.
- Support timely project closure in coordination with the programme unit.
- Bring to the attention of supervisors and programme officers any significant variances at the office level in: budget execution, percentage of project execution, time schedule, and quality of projects against specifications or terms and conditions.
- Maintain professional relationships with implementing partners.
- Keep up to date with all UNHCR rules, regulations and procedures necessary to perform these duties.
- Escalate IP issues to supervisors.
- Recommend acceptance or non-acceptance of IPRs and payment of installments.
- Contact implementing partners for project-related matters.
- Have unlimited access to financial and operational records relating to projects.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile In addition to the minimum experience, good knowledge of international auditing standards. Good understanding of the workflows of major Enterprise Resource Planning financial modules (such as PeopleSoft, SAP or Oracle). Working experience with accrual accounting (such as IPSAS or IFRS).

Additional Information:
Candidates must be legally present in Bulgaria at the time of application, recruitment and hire. Fluency in the Bulgarian language is essential for coordinating with different stakeholders.

Nature of Position:

UNHCR, the UN Refugee Agency is a global organization protecting people forced to flee their homes because of conflict and persecution. We work in over 130 countries, helping millions of people with life-saving support, safeguarding fundamental human rights, and helping them build a better future (see www.unhcr.org).

Since the escalation of the conflict in Ukraine in February 2022, the Government of Bulgaria has granted Temporary Protection to more than 197,000 refugees fleeing Ukraine, of whom the majority are women and children. Currently there are more than 67,500 valid temporary protection holders as of September 2024. The Council of Ministers has formed a Task Force for the Ukrainian Refugee Response, focusing on inter-ministerial coordination.

UNHCR under its mandate leads and coordinates the Inter-Agency refugee response for the Ukraine Situation, in alignment with the Regional Refugee Response Plan for the Ukraine Situation (RRP) – co-leading with and in support of the Government. Under the Refugee Coordination Mechanism, UNHCR has established the national refugee coordination forum – along with an inter-agency Cash Working Group (led by UNHCR and the Agency for Social Assistance), an Education Working Group (led by UNICEF and UNHCR), a Mental Health and Psychosocial Support Technical Working Group (led by WHO), a Protection and Inclusion Working Group (led by UNHCR), a Protection against Sexual Exploitation and Abuse (PSEA) network (co-led by UNHCR, UNICEF and a local organization) which fall under the inter-agency refugee coordination mechanism. There are currently 19 partners involved in the Refugee Response Plan for 2024.

Additionally, Bulgaria as an external EU border, plays a strategic role in refugee protection within Europe. In 2024, Bulgaria's State Agency for Refugees (SAR) registered over 8,200 asylum seekers as of August, most from Syria and Afghanistan. SAR operates six reception centers for the registration, Refugee Status Determination procedures and accommodation of asylum seekers. Amid an increase in arrivals of Afghan and Syrian asylum seekers since 2022, UNHCR supports Bulgaria's Government to ensure policies and legislation are in line with international and EU standards, and promotes a comprehensive refugee response, grounded in a multi-stakeholder, whole-of-society approach.

UNHCR supports government-led efforts to provide key protection services – including legal assistance, information on services, education and psychosocial support – as well as the delivery of core relief items for winterization and cash assistance for the most vulnerable groups. UNHCR's priority protection interventions include access to territory and asylum procedures, inclusion of refugees in state-led programs, Child Protection and Gender Based Violence prevention, risk mitigation and response, support to persons with specific needs, and mitigation of the risks relating to trafficking and other forms of abuse and exploitation.

Starting with the arrival of Ukrainian refugees to Bulgaria in 2022 and coupled with a continued increase in the number of asylum claims in the country, the UNHCR Office in Bulgaria has expanded its activities, budget and number of funded partners to support authorities and communities with the emerging needs. In addition, the roll-out of new corporate business systems, as well as changes in Project Control policies, have resulted in a strong increase in the workload for the Project Control function and the need to further streamline and integrate processes.

Under the supervision of the Representative and in close coordination with the Operations, Programme, Admin, Supply and Finance functions, the incumbent will support the UNHCR office in ensuring that Project Control activities take place in a timely manner and meet technical requirements.
