ย Context
โโEstablished in 1951, IOM is the leading intergovernmental organization in the field of migration, working closely with governmental, and non-governmental partners. IOMโs work is focused on three objectives, 1) saving lives and protecting people on the move: prioritising safety, dignity and protection of in crisis response contexts; 2) driving solutions to displacement: addressing risks and impacts of climate change, environmental degradation, conflict and instability; and 3) facilitating pathways for regular migration: promoting inclusive approaches to safely connect people, goods, services and innovation.ย
โIn Lebanon, IOMโs Labour Mobility and Social Inclusion (LMI) unit leads projects and provides thematic oversight related to labour mobility (including complementary labour and educational pathways for refugees), labour migration governance, migration business and human rights, and private sector and diaspora engagement. Since 2024, LMI, in coordination with other thematic units related to vocational training and resettlement, has been implementing the Abeona programme which supports displaced Syrians in Lebanon who have credentials, skills and work experience to access complementary labour pathways to third countries. The programme supports candidates through skills development (including vocational and language training), job matching, migration planning and post-arrival services. Initially funded by the Government of Italy, a second phase of this programme has been funded by the EU through a broader interagency programme supporting durable solutions for Syrian refugees in Lebanon, including facilitated returns, immigration and employment regularization, and access to complementary labour pathways.ย ย
